I remember when some people said there weren't going to be dragon mounts in WoW. The way things are going, I'd have to say I could imagine dragon mounts someday, but they call them something else.

Meet my characters:Command: Do the thing.
Zadarri, Khajiit Fist of Thalmor: The thing was done, as commanded.
Durza gra-Maghul, Orc blacksmith: The thing was done perfectly, in the most efficient way.
Tegwen, Bosmer troublemaker: You can't prove I didn't do the thing.
Sings-Many-Songs, Argonian fisher: Sure, I'll do the thing... Eventually. Maybe.
Aerindel, Altmer stormcaller: After extensive research, I've come to the conclusion that doing the thing would be a waste of resources.
Liliel, Dunmer pyromancer: Aerindel said I shouldn't do the thing. Something about "resources".
Gyda Snowcaller, Nord cryomancer: I will find a way to do it that won't waste resources and make Aerindel proud of me.
Beatrice Leoriane, Breton vampire: I persuaded someone else into doing the thing. You are welcome, dear.
Sahima, Redguard performer: Doing the thing sounds awfully unpleasant and really not my problem.
Ellaria Valerius, Imperial priestess: I'll pray to the Eight for the thing to be done, if it is Their will.2 -

the Lore (you that stuff that provides the basic story elements) for the game does not support dragons in the games time period .
You would have better luck asking for a new TES-MMO that is based in a time period after the events of Skyrim .
At this time your chances of getting dragon mounts is smaller then the chances of them funding a new TES-MMO , chances for either is so remote that even the most crooked of bookies will not take bets on them happening .3 -

The first 2 are not allowed by the TOS, but the latter is something I highly support talking about. However, Dragons and flying mounts in ESO? ✭I came from GW2 a few months ago and nothing makes me happier then to NOT see glowing weapons/armor everywhere with bunny ears and other assorted strangeness. There are no mounts n GW2, instead they use waypoints to get around, but the visual clutter alone is enough to make players wonder if they woke up in an Alice's in Wonderland nightmare scene.
Although there are no mounts there (they do have magic carpets), nothing destroys immersion quicker than seeing a player mounted upon a winged dragon running/flying down the center of town.
I am quite enjoying the fact that most everything in ESO looks authentic and true to form, please don't send me back to wonderland.
