Not everyone's gonna sacrifice a skill slot (or 2) and sacrifice a lot of utility to fight every class just to have a skill equipped that fights only 1 class

Only if you're a PvEer in IC
In Cyrodiil proper, I kinda expect the amount of ppl who use this skill to be the same

Sure you can play the intended gankfest stamblade striking from the shadows, but you could also be a life stealing mage slipping in and out of the shadows, a powerful knight in heavy armor standing toe to toe with it's enemies dodging their attacks. The possibilities are mostly endless, just gotta think out of the box as the OP suggested.

Why would you not slot an ability that gives you 10% crit, 5% magicka just for having it on your bar?

Learn to adapt like all other classea, changes classes or leave, but the river of tears is just comical and over dramatic.
The changes being made are solid counters but not by any means eliminating cloak. Cloak will still be OP to skilled players. With a little theory crafting Nightblades will be just fine. L2P
