I think one of the possible changes some people thought may be incoming was the current way that rezz speed is working, particularly in Cyrodiil.
For those who don't know, you can currently stack templar rezz speed buff, support line battle resurrection, and kagrenacs to ressurect someone in a significantly reduced time. Especially considering the fact that Alliance rank changes are incoming that will gift players with Battle Resurrection, this will likely become more prevalent than it currently is.
Many have suggested "resurrection sickness" or some other kind of penalty to discourage spam rezzing in this fashion. While I am possibly in favor of this move, I think we can all agree that this sort of change is much more complicated than it sounds. For the sake of simplicity, I think it would be reasonable to request from ZOS that these passive resurrection speed buffs no longer stack in such a potent fashion, or for the passives to be reduced in strength.
I do not speak for all, but I believe I speak for many that the feeling of killing a few enemies only to have them rezzed in a second is extremely unpleasant and unbalanced. Stacking these passives results in an undesirable Cyrodiil where it no longer matters who kills who first, but rather who has more soul gems in their bags.
