Does Slaughter apply to dual wield light and heavy attacks? I dual wield, but don't use any of the active abilities. It says "Increases damage with dual wield abilities"?

No it doesent. It gibes flat 6% dmg with 2 swords equipped.. thats why nagicka builds use it brah
