Senche-Tiger was never available for anyone to buy, nor shall it ever be. It was a loyalty reward for those who subscribed to the game for the year before the game went Buy 2 Play. It was ZOS's way of saying Thanks for that.

To further elaborate - this was only ever available on the PC and part of the Loyalty Reward Program, which rewarded people who had subscribed for a total of 300 days, which was virtually the entire time the game was subscription based. This was NEVER available for purchase with money or via the Crown Store and precedes the entire B2P model.
What people on console don't realize is that this is an extremely rare item on PC. Console players wouldn't even know about it if not for the PC transfers (of which I am one).
I've previously posted elsewhere some ideas for re-releasing this item, as I understand it's desired by some. However, upon further reflection that this is a rather rare item on PC, I do believe it should stay that way, as it was a reward for extreme loyalty (you really only could get away with one or two weeks of non-subscription and still qualify) - that's 10 months of subscribing.
I'd be willing to entertain the idea of bringing it back as a LOYALTY reward - thus not purchasable in the Crown Store, but rewarded for loyalty (either so many months of ESO+ or so many Crowns purchased/spent). However, this mount precedes the current model of B2P, precedes the Crown Store, and precedes Tamriel Unlimited, so I think it should retain its original purpose and rarity.
