I would love to see it, but I don't see it happening. Adding gambling, drugs (skooma) and the like will most likely tip this game from an M rating to an MA rating (that's the Australian standards, I'm not sure what it is for others). As they've almost cartoonified a lot of the game in order to make this so, it'd be something they're not willing to do as they'd lose a large potential audience of younger people.

@MrDerrikk Gambling and drugs causing it to be an AO equivalent? man they must be strict down there. Plus it isn't like it would be mandatory why would EXTRA content turn away people? also if they are so young that they are upset by gambling and drugs then they are legally too young to play the game as it is now.

It's not so much them being upset by it, but the fact that an adult rating on it would make parents less inclined to let their kids play. Coming from a family where I wasn't allowed to play MA games until I was 18 I know what some families are like. Also, it would mean they'd have to update their terms of service most likely, because of how it'd need to be aimed at that audience. I mean, Skyrim was MA and can you imagine if they put the amount of brutality from that into ESO?
Anyway, just my opinion on why not. I would like more, but I don't see it as feasible.

@Zorrashi drinking games or even imbibed alcohol (with corresponding positive and negative effects) similar to that in Witcher could be interesting. Sujamma anyone? But why limit it to Outlaws Refuge? Extend it to inns and taverns as well.
Thieves guild running a bare knuckle arena or a fighters pit (XvX pvp, with and without cp) would be one way to see another form of PvP... with betting.
Community Service? What a strange ideaI thought about Community Service quests for people with huge bounties. Quests the Guard gives which earn you nothing but decreases your bounty. Just an idea. I'd like to see duelling too!
