I don't understand the question.
You will be able to skip the quests with all your characters and just collect the skyshards if you like, is that what you're asking?

Its far more than a few as those require other quests to be complete prior to getting to the quest required.
AND, the larger question is to create a likeness to the first Coldharbor where you can skip and keep the skill points and shards. (Not sure if shards would be appropriate but the skills quests is the topic and question)
Also...ZOS is removing VR's and removing the main story requirements so its halfway there.

You have 5 zones, each zone with at least 5 area quest chains. Each quest chain has minimum 3 quests, some have more. A hell of a lot more than 5 quests.

NO... I don't think you should be able to get Skyshards for free... if you want all those SPs on each of your characters, then you EARN THEM on each character by completing the quests that give them. You're already being handed instant leveling once you hit level 50, if you want more SPs than that, then you get out and run your butt off and earn the extra SPs. Do I have to repeat the often quoted MMO reply, "This is an MMO, grinding is part of it, if you don't like it, play a single-player game."

It serves a purpose by making people go into these zones IF they want those skillpoints (which will also help keep the zones from being barren)- just as they have to go into Orsinium, etc... if they want THOSE Skyshard skillpoints. Most players don't even use all the SPs they gain, so if you don't need them, then don't bother with Silver or Gold. But if you want extra SPs on specific characters, then you should have to collect them PER character IMO.Is this not satisfactory or are you asking for these zones to auto-complete for you?
No... the OP wants any Silver/Gold Skyshards he's collected on characters to automatically apply to ALL characters similar to how color unlocks for Achievements... once unlocked you can access them by all characters.
I don't think getting "free" skill points just because some other character has done the content is a good idea, because that's duplicating the reward for a single expenditure of effort. But if they detached the skill points from those quests and came up with other ways to earn the same skill points, that could work.
