The game is designed so you CANT be harassed if you want.
(teleport to player, appear offline, teleport out of area, different servers, mute and block players...)
The ONLY reason someone is getting harassed in ESO, is because they are wanting it. ...and wanting to make a bid deal out of nothing.
mmm...I think you went a step too far there. Saying the OP should have just teleported away for a bit is one thing but dont make it seem like they were out looking for trouble. Its a little offensive.
As far as dealing with people harassing in this game yes the game gives you lots of ways to just avoid continued contact with the person. Its sucks that the OP was inconvenienced trying to finish a quest and they should by all means report the person but realistically do you expect the ZOS hall monitor to hang out behind you 24/7 just to put the bullies in detention?
edit: Really I just try to remind myself that the person being a jerk probably has some nasty stuff going on in their life. Its not an excuse for their behavior but it makes me thankful there is nothing like that in my life making me so antagonistic.
Report, Ignore and continue what you were doing
This thread is unnecessary people thrive on attention, it's the internet I'm going to sound a little harsh but don't act like a baby and when they follow you around the quick method to get rid of that is quite simple. Use a Wayshrine and teleport out of the area and then take a break and do something, go back to what you were doing and then the person would be gone.
Do you really want to go through all this trouble and get someone banned for barely doing anything compared to what others are doing?
Easiest way would to be just ignore it and move on, don't act like you want to be bullied on the internet and show reactions
But TLDR, ignore function putting the harassing player in a separate instance from you would be great, but would coding/logistics-wise cause more problems than it would solve.
Actually why couldnt they have a "change instance" feature. They already essentially do. When I first grouped up with someone the game told me I was in a different version of Glenumbra and asked if I wanted to travel to player. That is asking me if I want to go to a specific instance. So why would it be hard to have a "report player and change instance" function?
Heck if they are worried about people making the game unstable by flip flopping thru instances they can make it soley part of the report player function, ie you report someone then the game asks if you want to change instances.

It's certainly bammer to have to ignore zone chat because of the absolutely terrible things said in it but there is a very fine line we walk here between free speech and censorship and as much as it pains me I will always fall on the side of letting people say whatever blather they want then reporting them just because my delicate sensibilities have been offended

If people say hurtful things and see that it is bothering you then they are getting what they need, the need to make someone as miserable as they are. Best to just be ignored as if they don't even exist.

Ohmygod you guys keep debating morality/beliefs of some *** when you should be putting all that brainz effort towards a viable solution. Whatever you believe in is entirely inconsequential to what's happening out there, people gon be *** no matter what you think. You've talked it to death by now and YOUR opinion isn't going to change the opinions of the world of players out there so posting all that stuff here on a game forum isn't doing a damn thing.
Self-policing game mechanic suggestions. Guild housing ideas. Group instancing for RPers. Ignore function ideas. Banning stipulations. ANYTHING. Put some heads together to figure out what the Devs may or may not have time to figure out. Once a solid idea is debated out and discussed logistically you can make a petition for it. Enough players get behind it, then the Devs should have to move on it. Players have done this in the past and on other games, it is a thing.
"Oh but the devs should have time for this >:C cuz I believe x,y,z or gimme my money back." You can debate that all you want but if they did it would have been done by now. Be a little more pragmatic if you actually care and want harassment to be dealt with. Devs are going to put getting out DLC and other business issues first before things like how people will always be jerks to each other.
Pitching an idea is far more useful to this situation than anything else you could be doing right now. One thing is for sure is that the devs don't have time to police thousands of players and some sort of self-policing mechanic/tool in-game is the only realistic option. Again, debate the right and wrong of that isn't going to make anything happen.
ZOS should definitely ban people who use sexual harassment on players. I've come across that myself, some people just don't know how to behave around others, maybe because they're young and don't understand that women are people yet (or think it's funny for some insane reason), and some have simply been brought up badly. The bans should range from timeouts, to "go away and never return!", depending on the offense and on the ability of that person to learn to behave themselves.

I actually don't believe in second chances when it comes to sexual harassment. Again, everyone has already signed a contract promising NOT to do it. If they break that contract they should have to live with the consequences. Because, quite frankly, that is the only thing that will teach most of them anything.

Sadly this is the internet and 80% of people will be like this for no apparent reason. What makes them get off is your responses, so best thing to do is ignore them and port somewhere else and get a snack or use the bathroom. Once you get back to that spot they should be gone.

So I would like you to please consider the following scenario.
Let's say a player of this game, a woman, has actually been *** at some point in her life. I actually know a few such players because the sad fact is that women getting *** is actually a pretty common experience. Say she's at a roleplaying event in Sentinel. Now some player comes in while questing, sees the emotes going around and because they think roleplayers are a bunch of weirdos they have their character strip down, start dancing, and, oh yeah, the really charming part, they start typing in spatial about how their character is *** this female character, complete with graphic descriptions of violence, genitalia, moaning, more gutter words than you can shake a stick at and how his character is making her bleed with his huge *insert censored word for male anatomy here.* Do you think this woman would NOT be traumatized? GENUINELY distraught? Oh but wait, after she collects herself from the initial shock of his verbal assault she puts him on /ignore so she not longer has to see his sickening, gut wrenching words. Failing to get the reaction from her that he was hoping for, he now merges his character into hers and starts spamming every flashy and noisy ability in his arsenal, literally assaulting her ears and eyes if nothing else.
And your answer to her is, "Don't let it get to you and just leave?" What about the 20 to 40 other people who are also there to have a good time at this event? I guess they all just need to call a halt to what they are doing and leave as well. Perfectly logical solution. NOT. And yes, I have witnessed and been a victim of this EXACT scenario on MULTIPLE OCCASIONS. IN THIS GAME. Fortunately, I have never actually been *** in my life thanks to years of martial arts training and a propensity for carrying weaponry. And yes, I have badly hurt more than one excuse for a man over the years who put his hands on me without my permission. And quite frankly it makes me mad as hell that I can't use any of that on these wastes of flesh that infect this game like a bad STD.
But this whole ludicrous idea that the VICTIM of this type of nonsense is actually the one responsible for ending it by running away smacks to me of all the old *** advice to women. You know. "Don't go out alone." "Don't drink." "Don't wear short skirts." "Don't smile at strange men." All of that advice is wrong because it puts the blame and the responsibility on the VICTIM of *** rather than where it belongs, on the ***.
Everyone who plays this game signs a TOS that tells them very simply that this kind of behavior is not allowed. So there should be ZERO tolerance for this kind of behavior because everyone who plays this game has ALREADY AGREED NOT TO ENGAGE IN IT. So a SINGLE screenshotted instance of it should have them banned permanently. This is NOT a free speech issue. It is a contract issue and every single one of us has signed the contract. You don't like the contract? Don't sign it. Go play some other game.

A working Ignore function would deal with a lot of this, but I have a feeling ZoS coded themselves into a corner. The best solution would a simple, working ignore function that makes the player disappear to you, and you disappear to them. In other words putting you in a separate instance from them. That way they couldn't eff with your questing, couldn't eff with your anything after that really. They'd be entirely on another planet from you, and if you can imagine enough people /ignored them, they would find themselves in a very lonely online world. Deuces, if you know what I mean. They wanna be an ass they can play the game by themselves for all you have to care.
But, I can't even begin to go over coding-wise and logistics-wise how problematic that would become. You'd think it would be simple, but it's very much not so due to PvP/Cyrodiil/Alliances.

All the power to shut their bitching stint down is in your hands at no cost to you. Not really, there is already phasing in the game what is like another instance, where you can just see players which are in the same phase. When you group up with someone you might get the message that you will have to be put in his/her phase in order to join the group. Getting out of the phase in which you and your harrasser is, cannot be that complicated to implement.

Compliments for all postings, looks interesting for me but i saw only the old problems and only a less of solutions.
First to say i play MMO`s since over 20 years, inclusive PvP at the beginnings. also as female. The structures of players chanced after wow get public into a harassment and low minded MMO generation, that also lands here and i keep the sayings of a ex-manager and developper of WoW open, who says: "the Game in its way has never get out out as it becomes and i feel ashamed for it! Because it destroyed all existence of other wonderfull MMO`s!"
For girls, i am fighting trough this elements and you can do this also, this is only a mentional problem, be stronger and much more intelligenter than your harassments player gets over you. Eso changed their age limit from pegi 12 to 16, so this is a standard you can messure on, that means all below this standards can be affected as low minded players, who are unable or not qualified to play a MMO under this conditions.
I heared also from the problems by pubertäres Players, who follow you instantly and i get these also on my back and get them away by porting anywhere, so the cant follow you.
The problem for female players is, they can just report or if they react like a strong women, they get in danger to become in conflict by the support and get banned, because of overreacting, that is for me a handling in affects and a phsychological reaction.
Ignore list is full? Get it greater, where is the problem by doing it, if you get up a MMO and customers wich a greater amount of ignoring list, so do it.
Reporting of nonsens and the reporting quality is in my meanings not a must have, if the forum strukture is on the top of Quality every MMO must have and this means not to have a forum structure for "Loveboys" and let discussions open and you have a active discussion and maybe something get cleared on, only by a functioning Forum.
You can do it also by the message: "are you realy sure to send this reporting, by wrong reports, you can get also banned for it!? This is an option but extreamly agressive against customers, who pay you, so a bad solution.
Next problem is, tha the old school players get older and die out, the next generation players are unable to react of problems, that was created by next generation MMO`s like this, so you must not wondering around!? Nothing comes from nothing and it has always a reason, why it becomes so like it is by the makers!
