@ZOS_AlanG I have noticed that for in game reports, your details and message gets cut short. I have made several reports (not on harassment though), that describe in depth the problem. However, when I go to see my list of tickets, only a fraction of the start of my report is listed. Therefore anyone viewing this report would get very little information. What this means is that every ticket in my overview in my support account is nearly invalid, since only part of the subject is shown. I then have to retype the rest of my message from memory that I had typed in game into the browser instead. Can you expand on this?

Run to nearest wayshrine, which are within a minute or 2 from basically everywhere, and port to anywhere else. Do your banking, selling, repairing, then go back. Pram solved.

mmm...I think you went a step too far there. Saying the OP should have just teleported away for a bit is one thing but dont make it seem like they were out looking for trouble. Its a little offensive.
As far as dealing with people harassing in this game yes the game gives you lots of ways to just avoid continued contact with the person. Its sucks that the OP was inconvenienced trying to finish a quest and they should by all means report the person but realistically do you expect the ZOS hall monitor to hang out behind you 24/7 just to put the bullies in detention?

IIRC the report dialogs are truncated to 140 characters. I think a lot of bugs and harassment reports go un-reported simply because of this reason. The info gets cut-off. ZOS should include a statement in the dialog box that clearly states 140 characters.

Wow. Just...wow. This right here is a stellar example of EVERYTHING that is wrong with the attitude of the powers that be in this game. You have been told time and time again that the way other players can and DO grief and harass players is a huge problem in this game. You have been told time and time again that the current system of reporting and /ignore for chat is NOT acceptable and does NOT address the problem. And yet you STILL trot out the canned answer above that does nothing but make those of us who HAVE been endlessly harassed feel like we just got griefed by ZOS. WTG Zeni, WTG.
What Zos does need is an auto submit thing that can take the last 10-20 lines of dialog in your chat box and submit it.
But here is the thing, if they strictly enforced their rules, they'd probably ban 10% to 20% of their player base.

(And was very clearly disproven when Neville Chamberlain announced "Peace in our time." Yeah, Neville, that little piece of paper stopped the N@zi's, didn't it?)

The problem with your approach is, you got involved and showed to the harrasser, that it had an effect on you and hurt you. You gave him satisfaction, and that is plain wrong. Refusal to give him this satisfaction by just boring him to death is better.
Edit: And even worse, he was able to force your focus on him and issues he has - just don't let this get to you, this is not a matter of pride or self-defense. This is a matter of getting rid of a person, who will not change, no matter what you do, because he is a low-lifer, a loser and has no other way to deal with his situation.

I respectfully disagree. I personally hate the "don't give them the satisfaction" argument. My reasons why are my own.
But yes, this is a game and walking away certain ends the situation. It's done. And, honestly, I probably would have probably blocked the player and logged off. Done, problem solved.
Yet, I still disagree. I don't think that every harasser feels the same motivations. Sure, some may be disappointed. But I sincerely doubt they'll suddenly change their behavior. I would suspect they would move on to the next person. And others may see it as an accomplishment that they drove a player from the game.
A working Ignore function would deal with a lot of this, but I have a feeling ZoS coded themselves into a corner. The best solution would a simple, working ignore function that makes the player disappear to you, and you disappear to them. In other words putting you in a separate instance from them. That way they couldn't eff with your questing, couldn't eff with your anything after that really. They'd be entirely on another planet from you, and if you can imagine enough people /ignored them, they would find themselves in a very lonely online world. Deuces, if you know what I mean. They wanna be an ass they can play the game by themselves for all you have to care.
But, I can't even begin to go over coding-wise and logistics-wise how problematic that would become. You'd think it would be simple, but it's very much not so due to PvP/Cyrodiil/Alliances.
Would it help? Damn, I think it'd solve a lot of issues if you could make harassing players just poof with an ignore function. All the power to shut their bitching stint down is in your hands at no cost to you. Reporting a player isn't ever going to help because ZoS Devs will never have the man power to police the game and its unrealistic to think they're gonna start policing. You should report the player anyway for documentations sake. All harassment issues need a working self-policing mechanics like a strong ignore function. Kinda like how the fact that no one shares loots in this game solves ninja-looting problems. Stuff like that.
But TLDR, ignore function putting the harassing player in a separate instance from you would be great, but would coding/logistics-wise cause more problems than it would solve.
