I could understand your argument to a certain degree if you HADN'T compared it to other TES games. But this is absolutely no different so if you enjoyed them, you can do the same here.
Take Skyrim, for example. You can choose to ignore the Thieves' Guild and Dark Brotherhood questlines there but in doing so, you are missing out on a ton of content. There are a lot of quests involved with interesting stories and rewards that you miss out on if you don't want your character to be a thief or assassin. Which is fine... but it is no different here. You can just choose to not buy the DLC and ignore the content the same as you did in previous TES games.
I personally am a casual gamer who doesn't give characters personalities, so things like this have never bothered me (though I have to admit, it always felt odd to have a sword-wielding knight type join the Mages' Guild). Sure, I currently don't do a lot of stealing on my characters (unless I spot a nifty motif in a dresser), but I'll join the Thieves' Guild for some new and fun quests on every character, and when I'm done the content they will go back to their mostly non-stealing gameplay because that is just how I play.

I don't dislike the fact that they're adding it. I dislike the fact that it seems they're releasing it in such a way that I either have to be a member of the Thieves Guild or I essentially get nothing.

Just like when they added the "justice system", to the complete abandonment of the "justice" side of the system. If my choice is scripting my character into a fixed path (again, apart from the main quest) or de facto getting little-to-no content for the next 6-8 months, I'll go play something else.
I don't like that I must be a thief... There should be two story lines. One where you are a thief and one where you are part of the Iron Wheel fighting against the Thieves Guild.
As it stands now... I'm on the fence. My Thief character is like level 9... meaning... I don't really play that character.

Personally Orsinium solo arena was terribly done, cheapy one shot mechanics and frustrating gameplay to push people to the crown store for exp scrolls for more easier time of it with CP or repair kits because people will need to repair a lot and waste gold.
Orsinium lacked heavily in multiplayer content...for an MMO thats terrible, no trials, no dungeons nothing, that was Orsiniums biggest weakness. Lack of group content. World boss's spamming skills in groups is not group content.
Having skills even if passive locked behind DLC is pathetic and they should be ashamed of that.
Thieves Guild DLC only has ONE trial? ONE, that is terrible, so again another solo DLC that lacks hugely in group content. This is frankly unacceptable for an MMO, sick of solo content. There is too much of it. WAY TOO MUCH SOLO CONTENT.
And again, no upscaling or VR16 boosted or updates to VR16 for Vet DSA, Craglorn, or any of the trails at VR14.....
Also dungeons are dropping VR14 gear at VR16....
So to be honest I am heavily disappointed with the Thieves Guild DLC and its not even out yet, now if they still have not fixed crashes, bugs, pvp lag, balance, skills etc etc
Then I wont even buy it. I am done at that point. If they keep designing content around pushing sales in the crown store with cheap mechanics and game design to push their sales of certain items....then im done with this game.
If I wanted that kind of trashy game I would play GW2.

I guess that solo pve'ers is their target audience. That is fine but then - why make it an MMO instead of TES 6 'with coop mode'? to fool mmo players into buying it?
I was certainly fooled.
Damned combat is so much fun though. Game is still fun in spite of the last 12 months of changes. I would happily play the version of game from June 2014 in a heart beat.
