remake flame talent usefulness

do something with flame talent racial, this skill is useful just and only on fire atks wich means either fire staff either DK fire mage either... dont use dunmer. make flame talent be useful for non fire mages as well , add 3% more fire dmg on all atks or anything with fire but useful in more builds.

Dunmer seem to be in a pretty good place right now. They make solid DKs or NBs, and case could even be made for Templars as well.

since when is dark elf a good pick for anything but DK? stamina classes are ruled by red guards, and mages by high elf... dunmer doesnt compete at all cause there are way much better options for stamina or magik based non fire stuff. dark elfs have a sort of hybrid racials wich atm are useless! hybrids are dead and thats it!
