How should Silver & Gold zones work post-VR removal?

So I'm not sure what has or hasn't been confirmed, so I'd like to hear the community's opinions on this matter.

Veteran Ranks were created alongside Silver and Gold content, because the Elder Scrolls fanbase disliked the idea of locking off parts of the world based on faction. The Elder Scrolls series has always been very open-world, so it's a significant change. Cadwell's Silver & Gold were a nice little way to open the world up post-50, and I greatly appreciate this fact. But it was still a far cry from an open-world experience.

Now that Veteran Ranks are being removed, this brings about some questions regarding Veteran zones. Here are a few options I can think of:

For levels, they could be capped at 50, 1-50 questing zones like the Main zones, or scaled like Orsinium.
For access, they could remain as they are (Main Quest unlocks Silver unlocks Gold), both could be unlocked simultaneously after the Main Quest, or they can be available from the start.

Personally, I would prefer that Silver and Gold work the same way as Orsinium, and be available from the start. The war may be going on in Cyrodiil, but that doesn't stop all life and commerce from going on. The access could be by ship, and there could be an emphasis in the dialogue that one must be on their best behavior as a civilian. Perhaps it could require a special processing fee (10k per faction?) to even unlock the zones, so newbies would be pressured to stay in their own zones for a while. To avoid the fee, one would have to complete the Main Quest as normal. Perhaps to keep things believable, bounties could cost double while in those zones or something.

To me, this seems to be the only way to truly make the game open-world like an Elder Scrolls game should be. What do you think?

    The entire world should be open play.If a low level p[layer heads into a zone that they arent capable of handling,it should be their choice.If they die over and over,they have the option to go back to the other zones and gain levels,work on their skills,etc.THEN return and kick some butt.Just because they arent leveled high enough shouldnt mean they cant try.
    I believe that no part of the game should be locked out,..to any level player.Whether you sub or not.

    Remove them and put achievements account wide so people dont get too upset. I think Silver/Gold was excellent idea at launch as they tripled the content, I did them myself 3 times, but its time them to go, theres enough content now after a few DLC even more. Journey isnt ESO's strongest point either, I think removing them actually make this game better overall, go through 19 zone of same pattern isnt an easy task, so that said shorter journey make this much better. Also how they are gonna add Expansion everyone expect each alliance gets new zone.

    None of the above. Silver zones will drop items geared for lvl 50 with cp 01-80. Gold zones will drop items geared lvl 50 with cp 81-160. All other rules for silver and gold will be the same as now.

    If you just want to PVP (or if you have done the main quest many times and don't wish to do it again), it may already feel a bit repetitive to go through the Prophet quests again and kill Molag Ball.

    Going through all the Cadwell Silver quests to unlock Cadwell's gold is much worse, quite time consuming and the Almanac does not provide clear direction on specifically which sections of larger chain quests you need to do, where to find the quest giver, etc.

    These quests can be fun if it's your first time doing them, but if all you really want is unlock the skyshards to stay competitive in PVP on your eighth character, it feels strange that we have to spend so much time unlocking Cadwell's Gold zone compared to unlocking Craglorn.

    I'm a bit unsure how I'd like it best. Leveling zones are great introduction to the game, then again I have motivation problems doing same main queston my third character.

    Either this or level up and open early as Orsinium.

    To avoid having to remove/rework/re-record dialogue, the simplest solution would be to unlock both simultaneously. I believe this has also been rumoured to be what will happen. To avoid the issues with Cadwell's dialogue becoming obsolete, all they need to do is unlock Gold as soon as you set foot in the Silver starter city, then when he says "Well, you've experienced two of the three alliances. Care to finish the set? Fill out your map?", it will still be accurate, even if your "experience" of the second alliance was only for a second.

    Lore-wise, opening them all up from the start would be illogical, as the alliances wouldn't want an agent of the enemy wandering around (to this end, Meridia's alternate timeline situation is the only way it really "makes sense", as it sets you up as a member of that faction).

    Interesting responses so far. I'd forgotten about the idea of open-world PvP. Perhaps something like that would follow similar mechanics to the Justice system's PvP element. Though of course this will probably never end up happening.

    It seems that Unlock Both Simultaneously is winning out. Not my ideal option, but it would certainly be a welcome change. I am curious to the effects it would have.
    As it is now, Roleplay is completely dead in Silver & Gold areas because nobody wants to exclude the lowbies. Maybe unlocking both without having to slog through Silver would help motivate Roleplayers to rush through Main Quest content so they don't have to feel excluded anymore, or something.

    Gameplay-wise, it could at least allow level-capped players to grind Champion Points together, or something.

    ZoS just needs to make every zone scaled. Right from the start.

    Opens up exploration from the start, gives a reason for vrs to complete missed quests, and most importantly, it gives a reason to play on your OWN alliance.

    I picked daggerfall covenant, yet I receive absolutely no reward for playing IN MY OWN ALLIANCE.

    I didn't pick daggerfall to have to spend time in AD or EP. I want to play in daggerfall.

    I've done it 5 times. The last 3 I'm just levelling in pvp. If I ever hear the silvernar's whiny voice again I swear to God...

    In theory, the point is you won't "have to", but you will still have the option to. Without the content funnelling you sequentially through these zones to get VRs 1-10, there will be many different ways to get money and Champion Points, with Cadwell's being just one of them.

    I can skip the questing in the zones I don't care for, there will be plenty of content for CP. No matter what I do on 5 Vets it will be getting me CP, so not an issue.

    I would much rather see the developers spend the bulk of their time fixing bugs and delivering new content than going back and reworking these old zones to scale them for every level like Orsinium.

    However, I would like to see the silver and gold zones open at the same time upon completion of the main story to allow level 50 players access to earn champion points in any zone they like.

    I agree with all of this.

    If there were no restrictions on what could be done my honest preference would be that no one joins an alliance at character creation - only at level 10 and only if you want to go to Cyrodiil and do PvP and if they don't then they can travel freely between all the alliances because they're not a member of any of them.

    But given the amount of time and effort that would take and the confusion from players (and quite likely anger) I just don't think it's an option at this point. Unlocking both together as described above seems like the simplest solution to open both regions up together with minimal changes.

    I wouldn't imagine it would be all that complicated to re-scale zones. The zones are already phased and scaled per-faction to begin with.

    Vet zones r a horrible idea proven time n time again. Remove VR remove VR zones ez pezy. Done deal. Keep the lvl progression on point to what it is now 1-50.

    The only problem with unlocking everything and everything being the same scale is then you remove all sense of progression. As all mobs, quests and loot are all the same. This could make it a very stagnate world.

    VR removal is for those who dislike arbitrary level-grinds on the grounds that they're the antithesis of what Elder Scrolls is about. Elder Scrolls' gameplay has always been about open-world exploration and growing stronger over time. As it stands now, the game is not open-world until after you've exhausted half the leveling content.

    Orsinium, Cyrodiil, and previous Elder Scrolls games have never had this criticism. It was also never required that one grind through all of Riften's quests to get to Windhelm, and Windhelm's quests to get to Solutide, etc.

    (I will concede with regards to Oblivion though. That scaling was all kinds of messed up.)

    Unlocking both simultaneously would be great for when you like your gold zones and would like to run them again with your alts (but you still don't want to make your alts on that faction instead of on your main faction), but absolutely hate your silver zones.
    Just so that everyone knows, my Altmer still can't have black hair. About a dozen of Altmer NPCs in the game have black hair. Just saying.

    Meet my characters:
    Command: Do the thing.

    Zadarri, Khajiit Fist of Thalmor: The thing was done, as commanded.
    Durza gra-Maghul, Orc blacksmith: The thing was done perfectly, in the most efficient way.
    Tegwen, Bosmer troublemaker: You can't prove I didn't do the thing.
    Sings-Many-Songs, Argonian fisher: Sure, I'll do the thing... Eventually. Maybe.
    Aerindel, Altmer stormcaller: After extensive research, I've come to the conclusion that doing the thing would be a waste of resources.
    Liliel, Dunmer pyromancer: Aerindel said I shouldn't do the thing. Something about "resources".
    Gyda Snowcaller, Nord cryomancer: I will find a way to do it that won't waste resources and make Aerindel proud of me.
    Beatrice Leoriane, Breton vampire: I persuaded someone else into doing the thing. You are welcome, dear.
    Sahima, Redguard performer: Doing the thing sounds awfully unpleasant and really not my problem.
    Ellaria Valerius, Imperial priestess: I'll pray to the Eight for the thing to be done, if it is Their will.

    UPDATE: With the Thieves Guild update, it appears the Unlock Both Simultaneously option will become a reality. I still hope they go farther and make it even more open-world in the future, but this is a great start.

    1-50 should stay the same for you faction.

    Then instead of Silver and Gold, everything should open up. Just scale all the vet zones. This unlocks basically the entire world and is a nice incentive to get to 50, also if you like RP that helps a lot too being able to go anywhere cause theres deifnatly a lot of cool places to go.

    Realistically it will open up just like it does not because we have not read otherwise
    BUT
    If I could choose how I'd like it to work, I'd like it to be open from the start.

    If its scaled like Orsinium, then the who game would have to be scaled so scaling only seems to work after finishing the main story where both silver n gold "could" be unlocked and played at level 50.

    I've wrote my own suggestions tho that differ from this....in some ways.

    ...BUT WHY NOT....
    have account progress on silver and gold and once completed, allow alts to skip just like the starter zone?
