I'd agree that this is how it probably will work, but are you saying that this is how you believe it should work?None of the above. Silver zones will drop items geared for lvl 50 with cp 01-80. Gold zones will drop items geared lvl 50 with cp 81-160. All other rules for silver and gold will be the same as now.

In theory, the point is you won't "have to", but you will still have the option to. To avoid having to remove/rework/re-record dialogue, the simplest solution would be to unlock both simultaneously. I believe this has also been rumoured to be what will happen. To avoid the issues with Cadwell's dialogue becoming obsolete, all they need to do is unlock Gold as soon as you set foot in the Silver starter city, then when he says "Well, you've experienced two of the three alliances. Care to finish the set? Fill out your map?", it will still be accurate, even if your "experience" of the second alliance was only for a second.
Lore-wise, opening them all up from the start would be illogical, as the alliances wouldn't want an agent of the enemy wandering around (to this end, Meridia's alternate timeline situation is the only way it really "makes sense", as it sets you up as a member of that faction).
