When you go to Wrothgar you experience "battle leveling" which effectively boosts all of your stats to be relatievely comparable to that of a vr16 player. You may have known this already, but it's important to note for new players. The fact that virtually anybody can go there at any point is what makes Wrothgar so appealing to many people, especially new players.
It's very likely that the issue you experience with enemies being too difficult is just a lack of experience. I mean no offense by this, it simply appears that you are a relatively new player, and as such there are going to be certain things you don't know yet. Taking on multiple enemies at once, whether or not they are wolves or bosses, is going to have a learning curve to it.
You can start by making sure you're wearing gear of the appropriate level, and that provides stats that benefit your playstyle. You don't want to have enchantments on your gear that boost your max magicka if you are a stamina build. If you like, you can find someone who will craft you sets that will drastically improve your odds of survival.
If your gear needs to be reworked, I suggest starting here and then finding someone to make it for you. It's quite common for crafters to be willing to help out new players, so don't be afraid to ask.
Be wary of any enemy that has a yellow or red visual cue around them. Yellow cues are heavy attacks and should be blocked. Red cues are an interruptable skill that should be interrupted or dodged. Any red outline on the ground is also harmful, and should be avoided altogether, or if it's placed on your character, you should move.

I was solo questing back before the very existence of CP, when going solo against three mobs was guaranteed suicide. If the OP follows my instructions and finds a crafter, he/she will have access to those sets, so your point is mute.
And for the record, if I can beat vMA, I can solo entry-level zones naked. Just sayin.
My advice is good and fair. He/she will definitely benefit from my suggestions.

If i do the same DPS at Level VR1 vs. VR10, then i'm going to be struggling with those wolves no matter what level i visit Wrothgar in!
OP if you are having trouble still then you have serious problems with your character. I am level 35 and it's easy for me to go out there.

Additionally, i usually use the wolves to fill my "Grand Soul Gems" and i noticed that there HP was 31,000, while i was in Coldharbour, the standard Enemies where around 11,000 HP.. I was able to kill 3-4 mobs with no problem.. in Wrothgar, a mob of 2 gives me stress.. I find myself tip-toeing around trying not to disturb anybody..OP if you are having trouble still then you have serious problems with your character. I am level 35 and it's easy for me to go out there.
@Mason22 What was your gear setup? (ie; sets, quality, L/M/H weighting)I beat Worthgar main story line on a Templar. I started Wrothgar at level 7 and finished at level 16 doing only a few dungeon runs in between. It was easy except for the final battle which was only moderately difficult.
