But "kill 5 members of alliance x"? Don't we have that already? Expanding PvP to the gold coast would be meaningless - just a larger area to do the same things.
Besides, I imagine the failure of IC and the success of Wrothgar means it will be a while before they try bringing PvE and PvP together again.

You couldn't join DB in Morrowind, they were just the enemy faction that introduced the Tribunal expansion. Looking at it from a canonic stand point. It would make more sense for the Morag Tong to have an interest in conducting activities during the Alliance War for some sense of greater good. The Dark Brotherhood however are more of a death cult that ultimately kill for the sake of killing.
Nobody panics when things go "according to plan." Even if the plan is horrifying! If, tomorrow, I tell the press that, like, a gang banger will get shot, or a truckload of soldiers will be blown up, nobody panics, because it's all "part of the plan". But when I say that one little old mayor will die, well then everyone loses their minds! - The Joker: Darknight (2008)
That movie quote applies pretty well, imo. Killing random players in Cyrodiil is like the truckload of soldiers. It's part of the plan, and it doesn't really fit into the type of slayings the DB is known for. I really think the DLC is more likely to be about the earlier history of the Dark Brotherhood more than anything else.
Honestly I hope some update brings small scale PVP and duels. Maybe in the name of Boethiah or something, I just don't think it fits for DB.

BTW nice try with that outline. they said gold coast and include anvil and kvatch. (the gold coast is between anvil and kvatch and does not extend past the latter.)

the dark brotherhood don't kill for the sake of killing, they take contracts and perform an assassination at the request of somebody else. they are merely middle men for those that want to kill someone, and the victim. it is no surprise that in times of chaos and war people would want other people dead. they are bound by no borders and no laws other then there own, and anyone is free to perform the ritual and make a request. I have no doubt soldiers would want to kill enemy soldiers. the DB is probably booming right now.
the morag tong are the "legal executioners" between disputes that can be settled no other way and are limited to the chimer of morrowind. (and are currently outlawed in the ESO time period, though obviously that is not stopping them) are still bound by normal laws (they have to turn themselves in after an execution and present the writ) and are not allowed to perform criminal activities during their duties (secondary killings or theft) such actions would lead to suspicion and major internal investigations.
