999+ Latency issues - can anyone suggest what to do?

hey guys,
i play PC on EU servers and this is truely frustrating.
by the way - my internet connection is 110% perfect + disabled firewall + pingtest is perfect and ping is 11ms everytime.
also, the game DOES work with a good latency during morning hours and late at night.
after seeing some of the comments around the forums regarding this issue i realized i can only turn to you for help.
so... are there any suggestions on what I can do to fix this?
quite frankly i can't play. i click to draw my weapon... takes about 9 seconds untill it responds (if at all).

✭✭✭✭✭Seriously, though, the game has been having serious performance issues, and even though I have done all I can to optimize I get this at times as well. If it works sometimes and not others it sounds like it is part of the performance issues many people are having. Not sure what else you can do at the moment. Is this happening just in Cyrodiil in prime time or elsewhere? At first I thought it was the fault of my internet because I live in a small town but no the whole huge ping issue seems to be the issue of how they do makeup their megaservers and they don't seem to deal well with large number of people.0 -
