Because even if AD is your home alliance, Raz realizes that something mysterious has happened with you, and that you didn't just wash up. At that point you're not an agent of Meridia though, so that dialogue can't happen. Even then, Raz gives you the option to tell him that you just escaped from Molag Bal.

Personally I have my suspiscions about Razum-dar... at times, he seems a bit more then... mere mortal. We didn't just escape from Molag Bal. Wekill Molag Baland that is the reason I don't like silver and gold.

Yes, the Glenumbra Moors quest where you get sent back in time (kind of) to the time when he ruled over the Aleyids and was battling against Faolchu (or whatever that werewolf's name was). If it's a silver or gold zone for you, he somewhat recognizes you, although if I recall correctly it's more of a "I sense that we're connected somehow" kind of thing than anything else. Yes, the Glenumbra Moors quest where you get sent back in time (kind of) to the time when he ruled over the Aleyids and was battling against Faolchu (or whatever that werewolf's name was). Oh, I hope so... I especially want to see more of the folks you helped assemble on Stros M'kai! Yeah, someone already pointed out the Mages guild thing. Disappointing really.
But I'm hoping some of the npc's from various quests across alliances will turn up in the TG and DB dlc's. Like Jakarn and Crafty Lerisa, and the Khajiit in an EP delve in shadowfen I believe that you help acquire an artifact for. And let's not forget Naril the wine thief in EP.

I was partway through the Mages' Guild when I got that quest, and I distinctly remember Sheo calling me 'Hunts-for-Books.'
