Q1 starts Jan. - March. If the PTS will load TG in Feb. then we really aren't getting TG for Q1, but rather the end of Q1 for Q2.
This is unfortunately a fail from ZOS. There last 2 DLCs were actually released on time and now with 2016 in full swing they are already disappointing with a delayed release of TG DLC and also removal and abandonment of the pvp aspect of the Justice System.
The first 2 DLCs actually were released at the start of their Quarters... it is not a good sign that this one will/might make it by the end.

Um yeah, I can totally see how delivering something on schedule would be considered a bad sign. Because of reasons I guess? The first 2 DLCs actually were released at the start of their Quarters... it is not a good sign that this one will/might make it by the end.

Keep in mind that IC and Orsinium were actually sitting on hold for almost a year. They were pretty much ready to go.
If they can keep to the schedule they've set with content from this point on, I'll be happy and maybe even impressed.
Hahaha
And seriously guys does it really matter? If they release 4 DLCs per year they have met there promise IMO, let's not to looking for reasons to complain,

Wait, I just realized this is a complete lie. The beginning of Q3 (when IC was released) is July. IC was released the last day of August. IC was released 2/3 of the way through the quarter, not at the beginning of the quarter. The beginning of Q4 (when Orsinium was released) is October. Orsinium was released at the beginning of November. Considering that they promised monthly content updates and a subscription-based game, and long ago offered spellcrafting and Justice PvP then reneged which is simply par for the course now, methinks they're using their tried and true model of diminishing expectations. Cut costs, not increasing quality. Bean counters triumphant without actually accomplishing what they supposedly set out to do, which is to maximize profits.
