I can't log in to my account - "New Device" - but I get no email with access code

I can't log in to my account - "New Device" - but I get no email with the access code. And when I go to the support web site, I can't log in there, because again it says that I am on a new device, and will be emailed a code, which never comes. I have checked spam, etc.
How do I get help?????
I installed a new video card, but made no other changes to the computer.

    We see that you've been able to log in and play! Are you still unable to get into your support portal? Or did you begin receiving your emailed access codes?

    I also have a second account on the same computer tomg999alt and I got a code emailed to me but I have not beenm able to log in - the code came right after I tried to log in with that account but it didn't work.

    FYI - I resolved this - not ZOS, although I did get a ticket in and some advice.
    It all started when I put in a new Graphics card. When I put the old one back, the issue went away. Why a Radeon card would cause the game to give me a "New IP Login Error" every time I entered the game I know not.
    I am just glad it is gone.
