Which PvP quests? The "Kill X Players" ones?This is a big no, it's pvp, tons of PvE areas to level.
But, I will say this. Doing the pvp quests are by far the fastest way to level. If I have a ton of inspiration to burn, I just pop an xp potion, and do 5-10 of those quests and get the CPs come rolling in.

One thing I think that would help them with lag is shorting down this part of cyridill, making it not as big as it is. Change the alliance zones to just one big zone with you having to do all the work each time the campagn resets making no fort claimed by anyone all emp scores and the scoreboards reset. Emp score also resets if they are crowned once that way no one can just stay on the high boards
With like pve foes in the forts you have to fight for control of them, and maybe differant types of foes, one fort could contain werewolves, another one daedra or vampires. Then they should add, npc attacks on forts, they will try and claim them, like the imperials that still remain loyal to the empire, they would be given a much greater roll sometimes a necromancer bunch trying to claim a fort for there own dark magics, a lot of unique oppertunities exist for them, they would have to change things shorten the size, of cyridill fix certain areas, change some things, for example they can change it more into a jungle that its supposed to be now I know they have to reduce lag but people have to not spam abilties to were it causes strains on the servers while at the same time they make pvp servers bigger.
They can't just do this over night it will take them a while but it would make things much better. Another thing to make towns closed off like they did in oblivion and skyrim so this improves preformance they can keep some towns open but like bruma should be closed off and others like coral.

I can't speak for some people but at least for myself... I can safely say that I want to freely explore Cyrodiil for the fun of it. It's hard to admire the beauty of Cyrodiil when you are constantly watching your back... This is why I play Elder Scrolls games in the first place is to explore them and it's hard to do so in Cyrodiil due to enemy players always having a nerve to attack players first-hand, even completely ignoring NPCs whom are attacking them. And I really want to see how Zenmiax did Cyrodiil and compared it to Bethesda's Cyrodiil in Oblivion.
