dunno much about the market, but if the above issue is true, that might be the reason - if you have a single player that somehow colluded with or manipulated other guilds into price fixing for a particular commodity, you effectively have one person exploiting other people into dominating the market in a fashion in which the designers may not have intended.
of course, that's a lot of guessing, but it is *one* possible explanation. It's entirely possible that the devs are attempting to enforce a free-market (as much as any free market can be *enforced*) spirit, if, again, the above assumption about this person's effect on the market is accurate
