Wheeler said on ESO live about a month ago that Arenas are coming. The details aren't worked out but it's going to be a full blown system, not just something to say "we have arena".

Wheeler said on ESO live about a month ago that Arenas are coming. The details aren't worked out but it's going to be a full blown system, not just something to say "we have arena".
this will probably come later this year. He also said a more basic dueling system would show up in thieves guild. (next dlc)

If I want an hamburger with beef I check the menu first to check that there are some for sale. Not every restaurant is supposed to have them. If you're not happy either be polite instead of feeling entitled, or go to another restaurant. Go play Runescape, for instance.
