@Enodoc is right in that March is likely, possibly February but that may not happen either.
Remember that new DLCs are tested on the PTS for a month so even if it hit the PTS today it would not be out until February.
I think the earliest we can hope for is an announcement of imminent PTS release on the next ESO Live (15th of January) and then a mid-late February release. Any later and it'll almost certainly be March.

Apparently you don't remember when WoW's scheduled 4 hour maintenance would regularly turn in to 24 hour maintenance. And every once in a blue moon they would schedule 2 day maintenance. 9 hours isn't that bad.

Folks if you have not learned by now then I don't know what to say. In the past when ZOS shuts down the server at 4am est then standby for a marathon maintenance that will last the best part of the day. Why folks continue to ask when it will be back up or for an update is a waste of time. Go find something else to do.

Also, @Gelston is correct in that this week's maintenance does not include a patch, but is only back end work. We're looking at next Monday to potentially have another PC incremental patch, and later this month for consoles.
