the people we are sent to assassinate would only be people who killed some one else in cryodiil and computer random generated to return that kill, and also perhaps assassinate people who have been caught stealing maybe more then 25000 worth of gold or items within Tamriel.
sithis can simply have us teleported "like daedra" into the very close proximity of where the target is located, we conduct business and eliminate the target within a reasonable 30 minute timer to conduct the will of the night mother.
we are unable to speak with nor interact with anyone else in the area including any other pvp would be forbidden.
if the target loggs out or is crashed and not online for more than 5 minutes then our writ of assassination is to be reset, and we are teleported by sithis back into our own alliance. [only if the target has not seen us]

That doesn't make sense though, if someone is trying to kill someone, and your character is the hero type they wouldn't just stand by and let someone get assassinated by a cult. The idea would need general open-world pvp imo. That being said I don't think this idea has a chance in hell. The game has a massive number of casuals who would jump on the forums crying bloody murder, and may even quit. The game doesn't have enough of a hardcore community to sustain itself with non-optional pvp imo.

it was not like that in morrowind, nor oblivion. people feared and respected the dark brotherhood and stayed out of that contract.
Infact in morrowind you recieved an actual "writ of assassination" and if you were contacted by the guards all you had to do was show that writ and you were free to go.
altho i think that was strictly for the morrog tong, i cant remember if dark brotherhood was allowed to do that.

This is how Assassin's get there information about High ranking Thief's Guild member's, it's just business after all. Remember, the two guild's support each other, if they need to kill off a Thief or 2 for some extra cash it'll happen.
So as a Thief there are two thing's that can happen. 1: You are a good Thief, which mean's assassin's may be around the corner. 2: Your a bad Thief and you receive a Bounty which "Loyal Guard's" will have to take care off.
There still may be other task's then just stealing, pick-pocketing, framing etc.

This is where Bounty's is a little bit different for Assassin's. There is a very high chance you will be spotted by a "Loyal Guard" or NPC after you kill off a Thief. That is your job, it can be in a dark alley or in plain sight.
Most of the time you will be appointed to kill someone, you will be given a general location and have to find your target and kill him.
You do not really need rank's for the Dark Brother hood guild. All you need to do is complete your task and be rewarded for it.
The kicker about being an Assassin, a "Loyal Guard" can ruin your attempt at murder and kill you. If you die you fail your mission.
Not really much to say about Assassin's. They are straight forward. Kill Thief's get money. If you fail your mission, loose money and gain a bounty for being a loser.
Also if you complete your "job" successfully, your bounty will be paid off by the Darkbrother Guild. Everything will be taken care of...under the table. "Loyal Guard's" wont have a clue.
The Loyal Guard's:They are the one's who hold justice and peace blah blah blah.
If a Thief has a high bounty, you will be able to see and hunt them down. Get them to pay up.
If you see a Fight Break out, your job is to fight and restore order with death.

Possible Mechanic's
-You have to go to the Thief's or Dark brotherhood Hideout's to obtain and put on your tabard. You cannot take them off until you return. This will ensure player's are not just taking on and off the tabard's.
-Loyal Guards have to go into the "City Hall's" and be appointed by the King to wear and remove their tabard. You can move by Wayshrine to other cities since the tabard represent's a organization among kings/chief's etc.
-Once you have your tabard's on, it's fair game. However you still need a quest to kill for assassin's. Thief's can just go steal (possible quest's also for stealing specific item's/ framing etc)
-Loyal Guard's cannot see stealthed player's. They however have a ten meter permanent detection radius where they can find people stealing. So it is wise to stand guard or look for people with bounty's. Kind of go on patrol.
It will be a little hard to start this system off at first. You will need Thief's to start stealing first and getting rank for assassin's to start getting "kill" quest's. Then Loyal Guard's can do what they do. The reward's need to be really good to make this system work well. If no one wear's any tabards.. whats the point.
These are just my thought's about the system. I personally can't wait to be a Thief. Man, hunting down other players would be pretty awesome, but I doubt they would do this outside of Cyrodiil. It would be a pleasant surprise if they did.
