same thing with mass stealing, dont do the crime if you cant pay the fine.

That's like the idea I had for people who wanted to PvE in Cyrodiil; if a "PvEer" was killed by another player, my proposal was that they could take out a bounty on that player that another PvPer from their own faction would be able to complete.This, and it saddens me to no end. SWG had a Player hunting system that worked nicely. You kill someone in PvP, that person could put a bounty on you, and a Bounty Hunter could take it from a mission and kill that person. It was all apart of the overall PvP game in SWG. Nothing was forced, since you went to PvP and killed people lol.

Sithis hasn't really shown that "hands on" approach that would require for the teleportation thing. Aside from that! I love the idea! I had this idea (no idea if I ever posted it...) but it involved getting clues from people. You would be told that the player is in a certain area.... and you're given that blue circle area on the map. Once you get there you would speak to an NPC and ask them if they have seen who you're looking for. The map would then update with the players new location.
That mechanic might work for something like this.
Another tweak to the idea would give players a running tally in their journal of who has killed them and allow players to put hits on those players... that player has to put up their own money for the writ.
