puncturing sweeps question

Does this skill count as a DoT? The addon I use that shows buffs and debuffs register each hit as a quick debuff but it just doesn't seem like it would actually count as a DoT. Reason I am asking is I was wondering if puncturing sweeps will proc the valkyn skoria meteor strike? Can anyone confirm if it does or doesn't.

✭Yes it is a dot, however skoria set is nerfed and harder to proc now than ever.1 -
Gaiden'Densetsu✭✭✭Why they always nerf ***, they can't just let a good thing go. If its a PvP complaint then nerf it in PvP and leave PvE alone.1
