Have I Made A Terrible Mistake?

I just started playing the Ebonheart Pact as my first character, I did a couple of quests in Davon's Watch the starting area then sailed off to Bleakrock Isle, I then completed Bleakrock Isle and sailed to Bal Foyen. Before going any further I decided to go back to Davon's Watch and do what I might of missed, but it looks different now and a couple of houses are gone, burnt down, should I have completed Davon's Watch before I left for Bleakrock Isle?

I only finished all quests of Bleakrock with my first character. To find out afterwards that the village gets burned down.
With my other characters I did not finish the main quest of Bleakrock to keep access to the nice marketplace there, where all crafting stations are nicely together, which makes Bleakrock a perfect home base for your characters.

"I still do not understand why I followed the advice of Captain Rana to bring the villagers of Bleakrock into safety. We should have fought for our village and not have backed down, with our tail between our legs. Now my home village is in shambles, the houses burning, the invaders feasting.I swear every day to Shor that after Molag Bal has been defeated, I will hunt down the invaders and restore peace in Bleakrock and drink my mead with my friends at the market place".PC-EU

You did make a terrible mistake; you joined the Pact ;)

    We'll see about that.
Our alliance is forged in the fires of war, not in debauchery or treachery.
My Great House Telvanni did not join the Pact.
But it does not mean I don't want to be Emperor.

    Spoiler Alert...

...All choices are an illusion. No matter what options you decide to take nothing actually occurs as a consequence, for good or ill. Davon's Watch will be fine. If you are a completionist, however, just know that there is an achievement for saving all of the people on Bleakrock Isles before deciding to "evacuate early". That's about the only significant thing I remember about that whole area, quest/achievement wise.

If I remember correctly there is an achievement called 'Hero of Bleakrock' or something similar that you earn from saving all of the NPCs linked to the Island's main quest. I'm not sure if they made it an obligatory part of the quest or not - but I remember that when I played it last, you could skip saving some of them to complete the quest faster, but you miss out on the achieve.

Hopefully someone can expand on this further with more recent knowledge.

It's what I mentioned about 20 minutes before your post. You get like 10 achievement points and that's it. There's no title or anything that goes with it. I've always completed it for the extra experience from quests (they're interwoven into saving the people) but not for the achievement itself. By and large achievements are mostly useless besides getting a title here and there or more armor dyes.

Ok to clarify, as others have stated, Bleakrock was the original starting location for EP characters after The Wailing Prison but folks in beta felt the story was to linear and wanted to be able to choose a direction to go. That feedback lead ZOS change the starting location to Davon's watch with an option to go to Bleakrock.

If you go to Bleakrock as soon as you have the option to nothing has happened yet, nothing is on fire. That doesn't happen until you start the quest to leave the island. It is a choice to save everyone first or save a few (some or all of the side quests). Bal Foyen was the second part of the starter island before you reached Davon's Watch. So if you want to play it in order it would be The Wailing Prison, then leave for Bleakrock as soon as you get the option then go to Bal Foyen and then Davon's Watch.

Now if you are saying that you didn't do Bleakrock until you finished Davon's watch and went there for the first time and everything was on fire, then that is news to me, I didn't know that would happen. If that happened then you did miss something. If I misunderstood what you are trying to say then disregard this paragraph.

Edit: side note for DC the order is Stross M'kai then Betnikh, then Daggerfall For AD it is Khennarthi's Roost then Auridon, also AD is the only alliance where the starting location is all in one location. EP and AD are split in to two places.

what I usually do is finish all quests in starter city then head off to the next 2 starter areas and work from there

You have no idea how many elves, nords and poor argonians died because this terrible mistake you did. Now you have to live with that for the rest of your life.
