No, Bleakrock is the starter island. You are supposed to start there.
I honestly can't say, I've always gotten all of them saved before I left.
If no one else answers, then I'd say go to some of the outlying areas on Bleakrock and see if the quests are still there.
However, I do think you are out of luck as I think it is one of those quests that once you make the choice you are done.

Ok well I must say I prefered Davon's Watch before I left for Bleakrock! It's a mess now! At least I didn't miss anything!!

After you do the Davon's Watch quests, the town will be fixed up.

This is what I was trying to say. Thanks for saying it more clearly.I wish they had never changed it and just started you at the starter islands. This has caused so much confusion for a lot of new players.

I have a question actually, do we get to explore all the available regions as one alliance or do we have to have 3 characters of different alliance to see everything? I want my Nord to see as much as possible.
