How come PVP kill quest give more AP than scroll capture

I been wondering this for a while now but when you turn in a kill quest you get 1000 Ap but a Scroll run which is more important to the campaign as a whole is only worth 750 AP.That doesn't make since to me can someone explain why does scroll runs award less AP.

✭✭✭✭✭Probably because technically a scroll capture is pure PvE - you can theoretically do it without ever fighting an enemy player.0
