If you friend/block/report/message someone on PC, you friend/block/report/message their account, not only that one character, even if you use their character's name for that.

On Console it should always be network wide so that anyone that has an interaction or who have had interactions is consistent regardless of the game. One example is sending a msg on console should msg the network and not via in-game.

On the contrary, whith nicknames like THX1138 at every turn, the game on consoles is extremely immersive. One even appreciates that there is no text chat, because it would have been monitored by the thought police anyway a nobody wants to end up in room 101 for a few unfortunate lines.

What makes you think that displaying character name instead of game tag will suddenly make it so that whatever you do won't be network wide? It is not like that character's name won't still be linked to the account. And you would still be able to see the game tag if you wish, just like we can still see people's account names on PC even though their character names is what is shown in most situations.
Anyway, since there are people like you that really really REALLY want to see the game tag at all times, I think a good idea would be to show the character's name with their game tag right under their name, like this:Character NameGame Tag

If you are roleplaying can't you just work the detail of their character name into your imaginative story. Is it necessary that the character name be shown?
Plus, you still are not shielded from other people's bad character names. Lots of drug referances and curse word work arounds i assure you.

I think the best method is to keep it simple which is my suggestion to keep things as they are regarding names.
RP servers and PvP servers or regular servers make sense if this was something rolled out at launch but that wasn't the ZOS approach.
To be honest, the only logical resolution across the board is to go to one UI...preferably the PC UI.
Some adjustments would be required for console use but this solves a lot of issues and even opens up possible conversations on allow PC UI add-ons to consoles which is another popular topic along with text chat for consoles. Not that I'm for all of this but it seems to be a simple approach to make ZOS' and our lives simple and consistent.
Imagine whats going to happen when VR is gone....ZOS might decide to do something silly like show account name + CP level with character levels.

......if you're role playing, you don't know their name anyways until you ask so, I've never understood why this was an issue. Its designed to assign with RP if anything....
