Unable to launch game

When I open launcher and click play nothing happens. If I "open as administrator" and click play I get 3 Windows errors. "The program can't start because d3dx9_43.dll is missing from your computer. Try to reinstall this program to fix this problem." Then same msg but with d3dx11_43.dll and D3DCOMPILER_43.dll.
It ran on this same hardware before, the only things I did was I got upgraded my HD and reinstalled Windows 10. My Windows is up to date. WoW and all my other programs work as well or better than before.
I installed ESO through Steam, then I did a "Verify integrity of game cache" which downloaded the entire game again.

✭i think that the game in not running today. at least i've been unable to play in the last 12h and about 1h ago the start button disappeared in the launcher, and looks like it's happening to more people. http://forums.elderscrollsonline.com/en-GB/discussion/237901/fixed-999-latency ...probably they disabled the access to solve the huge lag problem.
