Hopefully they'll introduce more ways for PvE players to get V16 mats when the new DLC comes out.

Same.... I have 4 characters maxed out on enchanting... not a single Repora or Itade in any hireling.
My theory on the low drop chance is more that by now, a majority of farmers don't pick up the node content once they realize it's another one of the highly useless kura/kude stones.
Which is fine, if you are a PvPer. For people like me, who hate PvP (and are also horrendously bad at it), any attempt I would make to farm the TV stones I need would simply result in my farming them for the first person to gank me. No thanks.Outside of the Imperial City, I may have seen a Repora and or Itade potency rune maybe once in Wrothgar. I personally think the best bet of obtaining these are through the Tel Var Stone merchant in the Imperial City.

ZoS has made it clear. You WILL join PvP if you want gear quickly. You WILL enjoy being ganked and ganking people for hours on end. Also, PvP players WILL have access to prime PvE gear without having to PvP.

You act as if PvE has an effect on the community...
Wut I mean by that is, seeing as all PvE content can be done with any build, then the only stressful, mandatory need for max gear is...... PvP! PvE is for you and your buds, I really don't care what any gear PvE players have (itll never effect me!) Now for PvP, I better be geared for that Emp.
