We’re planning on giving 2.5 CP for every VR level you’ve earned on your highest level character. (40 for a VR16 character)
When the conversion happens, any player with CP less than their old veteran rank * 10 will instead be given enough CP such that their total is VR * 10.
A player is VR14 with 75 CP, they will be given 65 CP (140-75) instead of 40, so that they can still equip any gear they may have.

Nope you said a VR 16 will be 40 CP which is wrong, that 40 CP is additional CP that gets added to any account that's earned more than 160 CP. If someone hasn't earned 160 CP but has a VR 16 than they automatically get boosted up to CR 160 by the VR * 10 multiplier.
Champion rank 160 will be the requirement for current VR 16 gear but anyone with a VR 16 now will automatically meet that requirement due to the multiplier.

Keep in mind that none of the stuff above is 100% locked in. We're still implementing the feature - things are subject to change. It's important that everyone understands they are not suddenly going to have to have 501 CP in order to equip the top level gear. We will introduce new gear, with higher CP requirements sometime in the future, but we won't be making huge jumps. (i.e. - we won't go from 160 to 400 suddenly)
Im thinking fresh start, like the game is almost 2 year old, this kind of things just happens and improve Gear Upgrade System, its currently joke, people upgrade instantly to purple, or legendary, and when you actually find Purple or Legendary item, it feels like crap, people have whined alot of bad rewards in ESO, theres good stuff, but they are worthless. New players doesnt even need to use Gear Upgrades in order to do their journey. New players should be able to scale their gears to their level. Monster and Master items should stay as they are as people have worked so long for them. Also if they need gear-grind in the future, they can add Legendary+, and later Legendary++, or lets call them Stars.
Also one way how to make Purple, Legendary items valuable and better reward is to add "Draw Power from Items" system, in short, players can draw power from Purple and Legendary (of course from green, blue too) also when items are valuable, it means theres more trading/selling/buying too. Also one thing what players have whined, there isnt enough stuff to sell.
Zen is making the classic mistake, and look only at the endgame and failing to see the big picture.

When they remove vr, there won't much more than endgame to look at. 1-50 is almost nothing.

Well that sucks... Hope they take their time to increase cap then. Would hate to spend so much gold everytime cp cap gets updated.
They remove the vr system and made a cap to cp it makes me not want to play as much as I like being able to earn new cps to make my character stronger now after I finally reach 500 cps and there will not be any new vr ranks to earn it's going to be boring it's like why even play if there isn't anything to work towards anymore
