Vampire Unnatural Resistance Broken?

Is Unnatural Resistance in the Vampire skill line broken? it is supposed to decrease the health detriment in stages 2-4 originally my detriment in 4th stage was 75% slower. After adding this passive the detriment is still 75%? is this right?

Then we need a fix for this. Making us have a 25% -75% debuff to our health regen as well as allowing people to have a blanket 9% damage bonus on us through Slayer fighters guild passive is nuts. It's just a description bug, if you look at your actual health recovery it goes up when you put points into the passive. I tested it recently.
Before putting a skill point into it i had 157 health recovery, after I had 2
200 ish.0
