looking for help with templar guild PVE open world only.
You're trying to create a hybrid build which is nigh impossible to make useful in the current game climate, so really there is no skills I can offer. From your sig I can see you're an RPer, so it would be a build where you just make what you think is fun, as that particular build will never be a top one.

I assume you are RPing a stubborn character who doesn't want to accept their inherent talents and limitations and insists on being something they aren't well fit to be.
I am not looking for a top build, just some recommendations on 2 handed skills.
As I said, you shouldn't worry about the FOTM recommendations that will be posted here, as your char isn't about that. However, I would say just so that you can have fun with it, morph Cleave to Brawler, get Momentum into Rally, Uppercut into Wrecking Blow, Critical Charge into Crit Rush and Reverse Slash into Executioner. Use a Sword as overall (unless you'd prefer one of the others for RP), and all the passives.

You could just run the sword for spell damage boost and only use heavy attacks with it then load your bar with puncturing sweep, aurora javelin, toppling charge, blazing shards and maybe vampires bane/reflective light for the 5% damage buff and crit boost. It would be mellee build with the sword to heavy weave but your attacks would be magic based so not really making your build weak
The main problem you're going to have is that as a magicka Templar you're not going to have enough stamina to use the 2h skills much. Therefore I'd highly, highly reccomend either:
1. Not using 2h at all and use a staff
2. Be a Stamina Templar instead of a Magicka one
3. Only have the 2h for the damage bonus (5% with a sword) and use all class magic skills.

heavy armor is good for tanking
2handed is a stamina based weapon
your char is magicka based templar
Heavy armor is good for lvl'ing up in the start, between level 1-40 because you haven't unlocked many passives yet, so it provides extra protection. You can start wearing 5 pieces heavy armor ,1 medium and 1 light to lvl those up too, for the future - in case you should ever wish to further develop and play with this char.
2handed is a stamina based weapon, it is good for magicka users who like to use their magicka based class abilities, as they provide extra damage and spell power.
So here is what you should do: Get someone to craft you:
5 heavy Seducer pieces
1 medium Torugs Pact armor piece
1 light Torugs Pact armor piece
1 weapon Torugs Pact
All training trait, also the weapon, green quality armor and blue weapon.
The Atronach mundus boon
All attribute points into magicka
All armor enchantments should be magicka
Weapon enchantments should be "Glyph of Absorb Magicka"
Morph Puncturing Strikes to Puncturing Sweeps, and Rushed Ceremony to Breath of Life. Always have these two skills slotted, and you shouldn't encounter anything you can not beat.
