Can't Bar Swap

To preface this, I am V16 and this occurs in both PvE and PvP.
I don't know if anyone else has encountered this or if it's just me, but anytime I use Rally I become unable to swap bars for any amount of time between 10-30 seconds. This happens about 90% of the time when I cast Rally. Sometimes the bug just occurs randomly (seemingly) throughout a battle. It's extremely frustrating when I try to swap bars for a utility move but instead I just have to sit there and watch myself die.

✭I haven't experienced anything that was 10 - 30 seconds, that would most definitely be game over for me. But I do run into areas where nothing responds after certain skills/death. Not just rally. Most times it's just a 1 or 2 second delay. Sometimes though the only way for it to kick out of it is by going into the character screen or taking damage.0 -

I have runs around a tree or a rock for like 20 seconds with some guy in cyrodiil trying to kill me..
I eventually got the ability to use my skills again but it was too late.....PC EU Megaserver

✭✭This happens to me when I change zones all the time, such as when I port in somewhere- I can't swap until I go into the next "subzone" (rawl wayshrine to rawl kha for instance). Are you noticing where on the map it happens? You might be getting the same issue I have, although I've never had it happen in pvp. If you use something like wykkyds toolbar, try to see if you cross from a keep grounds to another area or something.2013

I use rally when i tank... offhand is 2h. I switch to put up igneous shield and rally... can't switch back for some reason and i either end up dying... or get too close for comfort. I would be just fine if it switched back when i told it to.CP690

This happens to me all the time on ps4. Literally can't use a power or swap bars until I dodge roll 1 or two times. This made me quit and pick up BO3 for a while. If it continues I'm done.0 -
