As I said in another discussion, I would have been happy if they'd presented some small alternative prize for people in the other countries that can't enter, and suggested a custom costume/mount etc that could be added. This would be both awesome, and would cost ZOS a whole lot less than 1mil.
It's my point of view that they should have provided a non-monetary prize as well for the event that one of us others want to enter and win.

As many concluded this is now not about milion dollars but 3000 crowns, so it's not against the law, virtual money isn't the same as real ones. Are you in Sweden, you can't participate in anything chance-based.
Are you Italian, well your government requests they get to review all the rules and be involved in picking the winner.
How about Portugal? Well you simply cannot participate in giveaways where cash is a prize.
