If a country isn't eligible for $1kk then give them a million dollars worth of crowns, because let's be honest, we're only going to spend it on that anyway.
If you don't understand why your country or state is ineligible, look up your local gambling laws. In my case it's because it's considered a lottery, and the lotteries are only legal if run by the state or it is for a charitable cause.

Just give them money because I love the game, but they are not caring about us at all.
I'm a subber who has bought multiple crown packs, and also the Imperial Edition of the game at full price. I'm not going to stop playing, but I'm definitely going to cancel my sub when it expires now.
Edit: Of course, that'll mean I have to buy the DLC's, as I like them...grr...

@r.leigh.harperb14_ESO That's once again - a government thing, not a ZOS thing. I don't think I have ever seen a giveaway that doesn't have this clause for Canada. From what I've read it's something to do with making is skill and not chance (not a lawyer).

Whilst I admit I was in an awful mood at ZOS about the selling of Bites on the Crown store at the time, I stand by the gist of my comment.
I certainly don't actually expect any special treatment for being in an area with bad connection to the servers, however I do expect ZOS to try and show at least some kind of respect to us players who are in inelligable countries.
As I said in another discussion, I would have been happy if they'd presented some small alternative prize for people in the other countries that can't enter, and suggested a custom costume/mount etc that could be added. This would be both awesome, and would cost ZOS a whole lot less than 1mil.
