Level scaling in IC

I hopped into IC last night on my sorc to do some arena grinding..
I noticed that my hardened ward did not scale up to v15/16. I think it said it was at 7k?
When i'm in dungeons and/or wrothgar... its almost twice that amount. I think 7k is what it is now at v4 without scaling?
Is this intended? Or does anyone else know otherwise?

I don't pvp... so i don't know these little things about cyrodil

Good! You don't need to get buffed. If you want vet 15/16 stats then level your character to vet 15/16. Make sense??0 -

Um.... yeah, i'm aware of that.... leveling to v16 doesn't happen over night. (especially for an alt) I just missed the cyrodil 50% reduc. for shields in the character screen.
I thought it was a mix up with the level scaling.
Also, IC is scaled for lower levels to play with all the other v16s... make sense???
