Was it worth the money? My highest character is only level 13 and I feel a bit worried that when/if I get a max level character, these dlc packs will already be obsolete?
I have no idea anymore. I will just keep on trucking with my new Nightblade

IC on the other hand....not even remotely worth the price. Minuscule content, not fun whatsoever, and the gear you grind relentlessly for is extremely lackluster(though this is just personal opinion, I suppose).
It's too late now, but I would've suggested just subbing ESO+. You get access to both DLC's, in addition to the perks of the subscription. You get 1500 crowns with it each month, so if you decided after a few months to cancel your sub, you'd still have enough crowns saved up to buy whichever DLC(s) you wanted.

Yeah I thought about that, but with the Xbox you cant sub. You can only buy 1 month..and I am way to lazy to do that by myself XD

I have a question. I am level 17, soon 18. How does gear work in Orsinium? Like, do I get veteran gear I can use later..or does the DLC even offer gear as rewards?
Just thinking that if I should play it now or wait until I make use of whatever rewards there is to come.

It scales all rewards to your level, so you will be fine being able to use all gear at level.
But wont that impact late game gear for me? Or am I just over thinking this waaaaaaay to much? So far I am having fun with the Wood Elf zone so I will remain here for the time being. I have to show that there is a new best archer in town

I think you answered your own question.
Do what is fun.
I have a lot of fun running around IC with my little pixie dunmer DK (well she's tiny, and she wears medium Imperial - she just ends up looking like a pixie to me) despite having never done much of the base EP questing, and not any of the base IC questing.
I also have a lowbie Orc that wandered early into Wrothgar, and it just feels right. Don't care about levels, just am enjoying it.
IC is already obsolete and empty. Orsinium will still be good to go for a while I guess
