how outdated is the guys build? Should i still run full hp ?
Stam or magicka if i want to hit like a truck?
What is the best leveling weapons? i mean i have played most of them already, so i rather just focus on 2 weap sets then level some later if im bored

Magicka templars can have a good mix of damage, durability and support. While stamplars can get way more damage, I'm talking killing people with 1 cast of biting jabs, they have much less durability and not as much support for group play.
Other reasons why stamplars do so much more damage then magicka templars is because CP passives, like hardy can outright negate a good portion of a magicka templars damage, while there's no such passive for physical damage reduction worth putting points into. And because the magicka morph of jabs is still bugged versus damage shields which negates the 140% extra damage on last hit and the 40% hp steal doesn't work against damage shields either.....

You mean like the group 4 Player dungeons? They're not really meant to be soloed. Though I'm sure it's possible, are you against grouping up with people or simply don't have anyone to group with?
It's not the passives, but the fact that Dual Wielding straight-up raises Spell Damage much like it does Weapon Damage. Since Templars have Class skills that are immensely useful vs most weapon skills, many like to use DW for the added potency. It's quite a boost, but there's no reason to actually increase your DW skill until way later.
Glad you are loving your Magicka Temp. That's my favorite class type as wellIt's a ton of fun to solo through the content for sure.
I'd advise raising Resto and S&S first. Since merely dual wielding gives you most of the Spell Damage, it's not a priority to level. S&S has some great passives for strapping on a shield to deal with particularly tough world bosses and such. It's is useful, especially when rocking normal dropped gear. Resto Staff just has some good skills to have in your arsenal down the road, even if normal Temp heals are all you need, plus it helps in groups should you find yourself acting as a healer.
As a sort of well-rounded soloer, I found that I was only great in groups as a healer, and Resto helps with that a lot. Even solo, using Quick Siphon on elite world bosses combined with Puncturing Sweep meant nothing could kill me as long as I had it up because I healed through anything while doing damage. It's pretty much a broken combo in PvE
