Can someone--anyone--explain why We only got 3 people while using Dungeon Finder??

So I used the Dungeon Finder last night. I set it to Any Dungeon, waited 5 minutes, and got teleported to the dungeon. However, upon arrival, we only had 3 people! Why didn't it give us the standard four?? Needless to say we wiped a few times and disbanded. WTF

Entirely possible...I didn't know the other two and neither one was using a mic.1
