Do they work on top of battle leveling or with the base stats? In the latter case, battle leveling simply removes the effect of most of CP, no?

Veteran rank related stuff should not be in non veteran campaigns it makes absolutely no sense.. Really is a no brainer no idea what ZOS was thinking. Id go as far as linking the champion points to the character that earned them but since everyone wants easy mode everything these days can't do that....
This is how that topic went down at a ZOS meeting:

What's the problem with gear? Unlike vet campaigns we don't have that huge gap between normal stuff and VR16 stuff. Everybody has the opportunity of obtaining the exact same gear on BwB.AFrostWolf wrote: »Now if only they will do something about gear...

You just need to grind some CPs, not that is hard grind, we dont have enough population to create multiple Campaigns with different CP-requirements. Btw, we suggested pure cosmetic endgame progression for Zen at PC launch but they wanted to go with VRs, CPs and gear advantages. This is exactly the reason why I think CP-progression should be always short-term.
Maybe if they transformed Cyrodil into stand-alone F2P game, we could have enough players to create campaigns with different CP-requirements, but currently its way too risky, PS4 EU we have one good Campaign and when it dies, its all over.

Realistically anyone that has spent any decent amount of time in PvP would know that wasn't realistic, especially in BwB. Was a good attempted troll though. I'm sure many players saw it, or will see it, and automatically call for NB nerfs.

i think this wouldn't be a bad idia.
the problem will arise when the servers are to empty but they can star with like a three layer campain somthing like 0-150 campain 151-300 and a 301+ campain. I'm just trowing numbers ofc ZOS has way more data to tweek these servers to make decent size servers
Instead of removing CPs, I think they should let new players earn CPs even if they are low levels, so basically after lvl 10 when you can first go to Cyrodil, you start earning CPs. Zen themselves wanted to go with advantages/progression, so why on Earth to remove it. If new players earned CPs, they wouldnt leave so easily.
