Ignore this. Most of those guides say "oh you don't need the BiS gear for leveling/PvE" then immediately list Engine Guardian as part of required gear.

What can I do to get better at healing? The problem I was having was running out of magicka to cast heals. I do use the heals over time spells and other stuff. Like what armor or stats should I get? I have no clue about ESO, it is a lot different from WoW.

I personally would use the training trait on my armor and weapons at early levels ( green/blue/purple ). It is good to level your weapons faster to unlock skills and passives.
Always kill mobs that are within 5 levels of your character level.
( Note: I noticed in lower levels killing WW were higher XP )
I don't play my templar often but some basic advice
Eat Food that gives you magicka buff
Wear armor that gives you some sort of magicka buff ( I used the Seducer Set )
Wear enchantments that have some kind of magicka buff
Put your points in Magicka
Always repair your armor, if not you will notice the buffs not working any longer.
Also if I was you, i would take a few breaks from grinding and maybe goto PvP and test out some of your skills in high intense situations. Then tweak your build to your play style.
