Stamplar's do well dps wise, our support/heal menu is extensive (This is flat out wrong. Stamplar has no additional healing and relies on Rally/Vigor except none of our passives work on it. Stamplar has the worst self healing.)

just some quick thoughts though
I'd rather Jabs be a single high(er) damage poke rather than what it is and there be a chance to proc something significant from sun fire. (Absolutely not, reducing the number of hits would be a huge nerf because we rely on volume of hits to proc burning light. Without burning light Jabs is worse than Wrecking Blow.)
Dark flare, I think the buff/debuff pays for the cast time, its not a dps skill imo even though it can hit for an ok amount.
Remove the empower from solar barrage but increase its AOE damage. (The issue with this skill isn't the dmg, it's the fact that in PVP unless you use it from stealth as an opener it will almost always be dodged or reflected.)
Backlash/ Eclipse.. ok for building damage against anyone who doesn't know what they have on them
i.e no one.
I'm not sure, all I know is we are strong on a lot of situations and we'd perhaps be too strong with the wrong changes.
Magicka templar doesn't need much, some minor bug fixes and passive tweaks. Stamina Templar needs a big review.
stamplars have their entire magicka resource bar with which to slot some heals. Rally and vigor are not the only heals stamplars have.
After long term PvP with Sorcerer and a little bit of NB, i have now turned to my templar. A bit of PvE but primarily PvP.
I must ask this... How and why do people find templars underpowered? My personal experience first-hand leads me to believe the opposite. Only class giving me a hard time is a magicka Nightblade, but only due to the constant cloaking, but if i am close enough i don't let him cloak as my Sweep interrupts any attempt at cloaking as i am upclose in his face not giving any quarter.
Sorcerers? Having a sorc myself i know all their weaknesses and memorized almost any setups, rotations and know the best counters. By speccing all out magicka damage, my Jesus beam hits so hard it goes through repeatedly stacked shields and even healing ward. Makes them panic, spam shields, and jesus beam eats them away and he can't receive any heals from the ward. The trick is to burn their stamina out first and foremost with toppling charge and total dark, after the 3 CC's it's easy meat.
I can honestly say, i am enjoying my Magicka Templar much more than i did with my sorcerer.. Haven't touched the poor guy for weeks now.
I can see why people would assume templars are weak, when i meet other magicka templars with even decent pvp rank, well.. I haven't met one who hasn't died by my hand, so does that mean templars are weak? "Oh that guy just beat me so fast, but of course he is playing a EZMODE class called templ.... Oh wait..." More like a l2p issue to me.
I do however have some concerns about skill bugs, such as toppling charge often not working, heals being unresponsive at times, but that is not a inherent issue with the class itself, bugs are just bugs.
When you successfully do your first 1 vs 5 encounter on a templar, i don't think you will be calling them weak anymore...
Seen some templars singlehandedly wreck small raids, apart from a sorcerer or a emperor, no other classes can do that. NB lacks sustain and utility, DK lacks DPS.

I primarily PVE, but I've been dabbling in a little PVP recently (partly due to Imperial City - where I've had to step up my DPS game due to the difficulty of soloing groups of the mobs while trying to avoid gankers, and partly thanks to a PVP guild I've joined that I've done a few runs with where they've been kind enough to help me learn the ins and outs of capturing/defending keeps/resources). In PVP all I really do is DPS while using off-heals to support anyone I'm running with (and doing some siege - I've been really enjoying setting up a ballista or two, or a trebuchet, and going to town). So far it has worked out for me reasonably well, but I'm far from a PVP expert.As someone who uses gear & ability bar swapping to switch his Templar between a healer setup, a DPS setup, and a tank setup depending on what is needed, I disagree to an extent. For a stamina Templar, I would agree with you. It isn't going to work.IMO the biggest problem with Templars is all down to Champion Points. Before them, you could switch out gear for healing, damage and tanking and be effective with them. Now you have to specialize in 1 specific area or you pretty much suck. You can't be a main healer with all your points into damage and vice versa.
I'm sorry to say but I don't think we'll ever really have any class balance between any characters while there's Champion Points. They should have made CP for game bonuses like refining, gathering or things related to that. Not anything related to damage or character strength. It creates too big of a gap between players, even with the CP maxes.
For a magicka Templar, though, it works. Even while tanking I rely more on magicka than stamina, so I put my CPs into areas that are universally useful for magicka. Most of the places you can put CPs in the Warrior constellations are fairly universally useful at keeping you alive, regardless of which role you're doing, so it almost doesn't matter which ones you pick there. In the Mage, everything under the Apprentice is good, but especially increase spell crit. Under the Thief you want to focus on Magician under the Tower, and Arcanist under the Lover.
Of course, part of what makes it work is the fact that as a magicka Templar you can always provide support by having some heals handy you can throw out there when needed. No matter what role I'm doing, I've always got Breath of Life on one bar just in case. If I'm healing then it's my "oh crap" heal to go with my other heals/wards. If I'm DPSing I'm mostly healing myself as I go thanks to Puncturing Sweep, so it's just in case someone I'm with needs heals and the healer is occupied (or dead, or whatever). If I'm tanking I almost never end up needing it, but again it's mostly in case the healer is occupied or dead.
Is my setup the best possible for any of those 3 roles? No, probably not. I could definitely optimize it more for one role if I wanted to, while the other 2 roles would suffer. It is totally viable for all 3 roles, though, and I'd say it's actually pretty damn strong for all of them. Having that degree of flexibility is fantastic for group dungeons in particular though. Being able to tank for the entire dungeon and then switch to ranged DPS for the final fight (I'm looking at you Engine Guardian) is awesome.
Well said. How much CP do you have to spend? I'm around 270 right now. One of the things that sucks is with the 50% healing reduction in Cyrodil, I have Mage points split between Thermaturge and Blessed. Are you split like that also or all in one or the other? Do you PVP with that build also, or just PVE? I'm trying to gauge how your setup as I could always use some pointers
I can't check my exact CP setup at the moment (I'm at work), but I know that I've definitely got some points in Thaumaturge (partly because it's pretty universally useful for a magicka templar, and partly because I wanted to unlock Opportunist for when I'm tanking - because I interrupt a ton when I'm tanking, so it's useful), and I've definitely got some points in Blessed (again, universally useful for a magicka templar, because even if you're not the healer it's great to have some decent off-heals), but I'm not sure exactly how many I've got in each.
Edit: it's probably worth noting that, with the exception of a Molag Kena shoulder, I'm still using VR14 gear for my DPS and healer setups, while my tanking gear is now upgraded to be entirely VR16 (although the exact gear setup may still change, as I'm currently running a separate monster shoulder and helm to get a health boost from each, but I may switch that out for a 2-piece Engine Guardian - I haven't decided).
@UrQuan, thank you for the information. It sucks to be at work for sure and can't access our character stats. If your on the PC NA server toss me a game email at Kildair and we can compare builds. Over the weekend I upped my gear to V16 and am running 5 Julianos with 4 Elf Bane and Arcane Willpower jewelry. So far it rocks in PVE but haven't done much PVP testing yet. To much lag on there to gauge anything really.
I wouldn't say no to improvements on any of those things. As far as I'm concerned, Crescent Sweep is pretty terrible, and Empowering Sweep is only useful for tanking (and then primarily because of the super low ultimate cost, which means you can use it very frequently and keep up the damage reduction for a large portion of a fight). As I said, I don't actually use Dark Flare myself, I just know that when I'm in a group with a templar who does use it, the debuff can be really effective. The Solar Barrage morph of Solar Flare is essential to my DPS setup, as my typical rotation is to throw out Reflective Light on the way in (doing damage, applying a small DoT, snaring, and increasing my spell crit), pop a Solar Barrage just as I close into range (doing some damage with a decent radius, and giving me Empower to increase damage of my next attack by 20%), use Elemental Ring (smaller radius than Solar Barrage, but the damage from it is increased by the Barrage and it applies a DoT), and then start using Puncturing Sweep - either continuing with spamming Puncturing Sweep, or repeating the rotation as needed. I also like to pop it immediately prior to dropping a Shooting Star.
The Dark Flare morph of it is great for healers as a support skill thanks to the debuff, but as I use the Solar Barrage morph, I can't use it for that. If your healer has it for fights like Bogdan, though, it's fantastic.
The other ones that you mention are ones that I rarely use, so I won't really talk about them, as I'm on the fence about them myself.
Yup, empowering sweep is useful for some tank builds. I'd like to see Crescent sweep be made more useful for DPS and empowering sweep made a bit more useful for tanks.
Interesting dps rotation, though I still think the skill(both morphs) could use some improvement. Dark Flare, in particular, is pretty weak in most situations.

I've played a templar ever since beta stress testing was done.
I've played all builds. all different types of game play. When I rolled the character for live I chose a high elf templar because of the focus on magicka.
As everyone knows, the templar has been consistently the worst class to play in ESO. There have been multiple surveys that confirm this by other players.
Our DPS is last on the list. Even though we can put up some decent numbers, it is, still in fact, last place.
For PVE DPS it goes DK, NB, Sorc, Temp.
For PVP DPS it goes NB, Sorc, DK, Temp.
Now a lot of players who have never played a templar before generally come on the forums yelling about RADIANT DESTRUCTION this or BREATH OF LIFE that and BITING JABS this or BLAZING SHIELD that and these are generally the talking points people use to say the class is fine. But lets take a look at these.
1. Breath of Life and Honor the Dead - This is the number one argument people like to use on why they should get their healing buffed or why templars are a "good" class. What they don't know about is something called the "Smart Healing System" that ZOS has embedded in their code. Basically, when I hit BOL or HTD, the heal will go to the lowest health person in the range of the spell. So what that means is you are NEVER guaranteed to heal yourself unlike other classes unless you are out of range of other faction players. Other classes can stack up healing buffs through CP, mundus, Gear and Restoration staff abilities and are 100% guaranteed a self heal (in most cases 75%-90% of their total health bar is returned) in 1 or 2 instant casts.
How many times as a templar healer have you been in Cyrodill near a keep under siege with other players (whether in group or out of group) OR in a group for that matter going against another group, you get hit by siege or other players AOE's and are being drained of health fast, you try to heal your self using your "OP" class heal only to heal the dopes that are not even in your group who like to stand in siege fire or right in the middle of the opposing zerg and not cleansing, healing or moving themselves and you die? for me, its happened hundreds and hundreds of times.
So all of the sudden my "OP" class heal becomes a "maybe if I feel like it" heal. Here's an example you can try on your own. take you and a friend somewhere with an npc. Have your friend have only have 16 or 18k health and you 25-30k. you aggro the npc and let them hit you. as long as your health stays above your friends every heal you do will go to him instead of you even though he is at 100% health. try it.
This is a huge buff for night blades and sorcerers who have escape skills and shield (sorc) because of this they generally stack everything into spell and weapon power and have the lowest health in cyrodiil and because its usually group vs group they get all the heals. letting them survive longer until the templar is dead. then, when they are about to be overcome simply hit vanish or streak and live to fight on. the templar has to rez and horse it back to group. it's insane.
2. DPS - Another big problem with Templars is our dps skills. ALL OF THEM THAT ACTUALLY DO DAMAGE ARE CHANNELED OR DAMAGE OVER TIME. granted there is one or 2 that are instant such as javelin which of course costs an incredible amount of resources and hits like a wad of wet kleenex. lets take a look.
- biting jabs or puncturing sweep - channeled - 1.1 secs for 4 hits. ANY PLAYER WHO IS NOT ABSOLUTELY BRAND NEW TO GAME IS NOT GONNA SIT THERE AND TAKE THIS. they can simply roll dodge through you, side step, back up, block, or CC you SINCE YOU ARE COMPLETELY OPEN TO ANY ATTACK WHILE CASTING THIS. Not to mention the other player gets a full cc immunity for a .5 sec knock back.
*this skill should have the same immunity as wrecking blow and have a lower cast time. .5 secs instead of 1.1
-spear shards - instant - but has an arc travel time so its close to .3 or .4 secs for initial damage to be done. the damage on initial hit is 2 - 2.5k then the other player has to stand in it which the area is only 8 meters for them to take the dot. ANY PLAYER WHO IS NOT BRAND NEW TO GAME IS NOT GONNA SIT THERE AND TAKE THIS. they can simply roll dodge, side step, or back up. Most people will just hold block and move back so your chances of striking someone with this ability over and over is low because of the arc travel time and small DOT radius.
-Sun shield and its morphs - Now completely useless. 15% of my max health as a shield for 6 secs? please just remove this skill completely from game because now it seems like your just laughing at us. not one single person is gonna slot this. skill destroyed.
-vampires bane and reflective light - instant - with travel time - initial blast is to low and damage over time is to low. not to mention the dot can easily be removed or soaked up by a damage shield.
-Solar flare and morph - channeled - 1.1 sec cast time - also has a high arc travel time so it can be close to 2 secs or more before any damage is done. ANY PLAYER WHO IS NOT ABSOLUTELY BRAND NEW TO GAME IS NOT GONNA SIT THERE AND TAKE THIS. due to the high arc travel time this skill is avoided 99% of the time. Who's idea was it to give these skills high arc paths? its just awful. The instant cast version of this has damage so low it makes you laugh.
-backlash - instant - but it has a 6 sec build up time which can be removed or mitigated so no damage is even done.
-eclipse - instant - however its cc breakable and cannot be applied to ANYONE who is under cc immunity. ANYONE WHO IS NOT BRAND NEW WILL INSTANTLY CC BREAK THIS FOR THE IMMUNITY - there is no instant damage so it gives people a free immunity going in to a fight for some stamina.
-Radiant Destruction - the skill there has been soooo much crying over. lets break it down. 1. you have to be low health, under 20% for the bonus effect to kick in. even then the damage IS SPREAD OUT OVER 3.4 SECS. mine on pts does 9443. lets do the math 9443 / 3.4 secs = 2777 damage per second which is then cut by 50% for IC which is now 1388 per second. LOL 1,388 DAMAGE PER SECOND! - NOT TO MENTION IS CAN BE INTERRUPTED, CLEANSED, RANGED, BUBBLED AND LEAVES YOU OPEN THE ENTIRE TIME TO BE CC'D OR ATTACKED. with all the heal stacking that will be going on people are going to be insta healing to 75 - 100% health or bubbling or my favorite spamming cloak. So to get someone to 20% health with these mechanics AND awful templar dps is going to be very very hard.
lets look at the healing, the meat of what makes the templar class.
1. rushed ceremony and morphs - a good skill - that is if your lucky enough for it to be applied to you. even then it requires you stop dps in order to cast it. a superior skill is hardened ward where the sorcerer can stack magicka and spell damage into it have a huge bubble and can continue with full cannon dps.
2. healing ritual and morphs - the cast time is way to long and leaves you open to be interrupted, and cc'd
3. restoring aura and morphs - the +20% buff does not apply to magicka only health and stamina. the repentance morph requires dead bodies for it to work. npcs that are dead vanish very fast so you have to be johnny on the spot with this.
4. cleansing ritual and morphs - good cleanse skill. the heal over time is a little low for a burst damage game.
5. rune focus and morphs - used to be a good skill now you have to stay within the small area to gain the magicka or healing buff. the area itself is small.
On top of all this we have no speed buff, no escape, no aoe cc, bad regen, sub par passives, and little to no instant dps skills.
MY SUGGESTIONS FOR IMPROVEMENTS IN ORDER OF IMPORTANCE TO ME.
1. there needs to be a hierarchy in your smart healing system. it should go self>group>everyone else. the way it is seriously nerfs the core of our class.
2. puncturing sweep and morphs should have same immunity as wrecking blow and be .5 sec to cast. even dropping the 4th hit with the knock back will do if thats whats needed to make the change. I'm also not sure why this skill works differently with burning light. the proc chance is much lower then 25% which i'm sure is by design. please revert whatever changes you made to it.
3.changes to ultimates need to happen - i'd make the dot damage from NOVA an instant cast explosion that comes from the player and does aoe damage and reduces enemy player damage by 15%. 20k aoe damage (scaled with moderate spell or weapon power) with 15 meter radius and 15% enemy reduced damage seems fair for 240 ultimate. seeing is how dawn breaker, dragon leap, and overcharge already do similar damage. with dawn breaker and overcharge being much more cheaper. the way it is now, as much as you want them to, no one is gonna stand in your nova.
4.make repentance a toggle skill that automatically takes the essences from killed npcs and players.
5.Solar flare being thrown instead of heaved(straight flight time instead of high arc) . put it on par with crystal fragments in terms of speed and cast time and damage. keep the de-buff and no insta cast proc chance.
6.Eclipse being cast on self not on target.
7.make spear shards an aoe root or stun. similar to talons.
8. scale sun shield with spell damage and max magicka and extend the time to 20 secs.
I welcome to any feedback anyone else has concerning this breakdown. but before you comment please ask yourself.

Congratulations at completely missing the point of ESO, very well done. There should be no healer class, that's the point of the game. Any class should be able to heal and the resto staff tree needs an insta cast heal, period.Put BOL in the reto tree and improve the rest of the Templar skills to make them useful.
