Whatever the actual reason for ZOS to nerf Negate, one (and the only) reason to do so was the Negate meta in 1.5, stacking Sorcerers in large groups to counter enemy negates. But that could have been solved differently, the nerf essentially took away the most powerful anti zerg tool at the time.

Negate did Zero damage, you could completely counter it by walking out of it or using one CC break. You could even pop batswarm outside of it then dive in and your bats would not be dispelled.
But there were tons of braying PvP experts saying that sorcerers were OP because negate was so good. But negate was only so good because people were stupid.
Here is a list of things that would kill you in 1.5 if you sat in them with your mouth hanging open and refused to move, mitigate, or CC break.
- Negates
- Banners
- Ground Oils
All of those things were wonderful for destroying moron zergs with low environmental awareness and thus they all were nerfed.
So you can only come to
- ZOS has their own design paradigm and they want the game to be more accessible to zergs and bads.
- ZOS listens to its customers and the loudest voices on the forums are zergs and bads.
Either way, its clear to see how we got to where we are now with these choices.
