    Have you tried adding ESO to your list of allowed programs in your operating system's firewall settings? I did this with my PC, and it resolved a lot of my download and latency issues.

    2. Add exceptions for eso.exe, the launcher and account.elderscrollsonline.com to your Firewall / Anti-Virus-Program. In the event that you use a third party Firewall, make sure the exceptions are added to the Windows Firewall as well.

    not only i did that but also tried by totally disabling the firewalls and unistalled the anti-virus.

    i really believe that this is an intentional access limitation scheme.

    i don't believe anymore that i'll be able to access the game again, but i left the game downloading in last 6 days.

    it's funny that the download speed changes from time to time between 132KB/s and 116KB/s, it's always there, but it's never 120, or 125, or even 130 - sometimes it's fixed at 132KB/s and some days it's fixed at 116KB/s - it really feels like something intentional.

    other than that my internet access have been amazing in everything else.

    also... zenimax support never ever tried to help me, which confirms that they are pretty aware of the fraud.

    btw... when i reached 18% somehow it returned to 0%, and now, once again i'm starting all over the download. it's really impossible to download ESO and zenimax is clearly the biggest scum i ever met in the gaming world. i've been a pc player since 1990 and nothing until today was so bad and so incompetent as zenimax.

    i always loved ES, but from now on i'm sure that i'll never buy nothing more from this people. i just hope that i can find a away to get back all the money that zenimax stole from me on this game.

    Yes I have had this game from the beginning and done all the required hardware changes that are suggested ie ports etc and yes since the beginning it is same slow speed no matter your internet speed, it would be good to be able to install from disc or patch files that don't come with speed constraints as it literally has always taken days to reinstall game or even sometimes patch for the big ones makes you wonder what issues they have in programming of which we would all be OK with if we were told of them.

    I posted in General Discussion about this tonight.
    I already downloaded 32 GB in 24 hrs only to have constant crashes and 209 errors so I deleted and reinstalled from scratch tonight on a windows7 fresh install with a fiber connection no firewal nothing on this end that would throttle the download.
    Stuck at about 400k per sec. Since I left the game in spring I did searched online to see if others had similar issues and BAM it seems that ESO has won the worst install process of any games online. From general games forums to even the ******bay people are getting frustrated left and right by this archaic install process.

    Why isn t there a torrent of the files or a direct download?
    I just installed the imperial edition 4 discs and it is STILL asking to re download 23 GB of data a slow speeds.

    This is beyond ridiculous and has to be the worst install experience in the industry

    @NeKryXe I assume you've tried phoning ZOS support directly? It would make absolutely no sense for them to limit download speeds maliciously because that would cost them greatly in time, money, respect, and reputation. Just check you haven't restricted your launcher download speed to 1 Mbps, as I find it strange that this is exactly the speed you're downloading at.

    i opened the following ports on all my routers:

    TCP/UDP Ports 24100 through 24131
    TCP/UDP Ports 24300 through 24331
    TCP/UDP Ports 24500 through 24507
    TCP/UDP Port 80 and Port 443

    i flushed the DNS.
    uninstalled my antivirus.
    disabled the firewall.
    uninstalled and reinstalled the launcher.
    tried to pause the download and resume many times.
    applied different maximum download settings on launcher.
    tried by wi-fi and directly connected to the PC disabling the wi-fi.
    reported the problem to the ISPs.
    tried to bypass my ISP using CyberGhost VPN.
    contacted and searched for help on a "pc medic" call service.

    i did all of that in both my desktop and laptop,
    and i tried 3 different ISPs.

    still... i'm always stuck to 116KB/s

    ZOS Customer Support is not going to be able to help with this. He is not downloading from ZOS, he is downloading from some Akamai server. All they can do is just tell him to do what he has already done. This is a "local" issue that they will be unable to resolve if the standard measures do not work.

    What three Internet Service Providers? And, was the use of NOS common to all of them, and common to the desktop and laptop?

    my ISP is NOS, that's the one i've been using. but i also tested the download with my laptop on MEO at a friend's home and a public network. the download speed never changed, it's always 132KB/s or 116KB/s.

    how do you know the server i'm downloading from? i have no idea. i've been trying to download only with the hideous ESO launcher. is there any other way?

    i bought the game online in pre-order, the digital imperial edition, and at the release date i was able to download using the launcher and the NOS ISP. i played for a few months but then i stopped and removed the game after a while because i always thought that i could download it again.

    why was i able to download it in 2014 and not in 2015? i don't understand.
    and why zenimax don't even reply to my many help requests?

    i have valve games at steam since 2003 and i'm still able to download them at my line maximum speed.

    this is all very weird.

    From what I can tell, ZOS contracts with Akamai to provide the actual code and patch distribution world-wide. Whether this is multiple servers at one location or multiple servers located around the world, I have no idea. I do not know, specifically, what server you are downloading from or where it is located. My assumption is that it is somewhere in Europe.

    And, yes, this is weird. I cannot imagine that ZOS and Akamai have anything against you or your download. I maintain that, at an operational level, they are completely unaware that you (as an individual) are even downloading. To Akamai, you are just one client among millions hitting their servers. I can't see why they would even notice you. ZOS has even less reason to care since they are not even running the server being used.

    On the ISP front, it is interesting to note that MEO and NOS have similar ancestry through Portugal Telecom. It makes me wonder if there is anything else they have in common. I wonder if there are any other MEO or NOS customers on the forum.

    i was able to get the files from someone who shared it with me. i'm now playing, but i hope i don't need any update soon.
