Hello im quite new to eso so tell me If is something is already in game or just nonsene...
How about to take eso crime on another level? Isnt kinda cheap that you see someone sneaking around entire city and stealing things right before you? Here are tips that might improve outlaw system.

1) High rewards for being outlaw (Crime has to be really good way to make money)
2) High punishment for outlaws! (Youre going to pay 10% of your money or something like that, youre going to jail! :D)
3) Player base has to be divided to normal people and outlaws - Its really essencial to have mechanic that allows normal player kill outlaw and punish him just like it would do normal guard, If you cant beat him/reach him there must be opportunity to call guard and point at him. (guards thief! Catch him! :D)
5) So yea thats it ... being outlaw must worth it, but dangerous at same time, players needs to be involved...

    There was supposed to be an Enforcer option for the Justice system (basically pvp enabled "cops" to catch thieves).
    Not sure whatever happened to that.
