Error 210 on launcher, tried all fixes minus reinstall

I'm trying to avoid reinstalling and sitting for hours waiting for a download if I can somehow get it fixed in the meantime. I have tried everything from the support page and it just won't do anything. I load the launcher and it just sits at "Loading...". It won't even get me the manifest error anymore.

xeoneexb14_ESO✭✭✭Problem is the game is not up to date. I cannot update it, I cannot reinstall it I'm SOL. Guess I won't be playing this until I get word from support. have you tried running the launcher file "as administrator"?0 -
Incarnatus✭✭✭I took have the 210 error ever since the last patch a couple of days ago. I sent a ticket and got a canned response telling me to do basically what I have already done to try fix the error. At the end of the response were instructions to contact the manufacturer's of my computer. My worry is what will happen after the next patch if the game cannot update ...0

have you tried running the launcher file "as administrator"?
