Empower and Puncturing Sweeps

Hey all I just started playing a magicka templar and when i use solar flare for the empower and then try to use my Puncturing sweeps it doesnt use the empowered buff, is this a bug or is it working as intended? Also seems to be happening with my resto staff strong attack

It doesnt even use the empower buff though. The buff is still active even after my sweeps or heavy attack i dont think empower is interacting correctly with those abilities/attacks.REEEEEEE0 -
Zedh✭✭✭Empower doesn't work for any channels or dots. It used to work for the first tick of a DoT or channel, but not any more. Only direct hits will consume the buff.Main: Hamrami, AD Magplar
